Full Job Description

This position will operate as the Captive Manager and is located in the Captive Insurance Agency ("the Captive"), which is overseen by the Office of Risk Management (ORM) in the Executive Office of the Mayor. Specific services provided by the Captive and ORM include supporting agencies with insurance inquiries, insuring qualifying District health centers, procuring commercial property, stand alone and nuclear terrorism insurance for the District, providing DC government agencies with letters of self-insurance, occupational safety and risk management analysis and support, and administering the District's public workers compensation and tort liability programs.

This position functions as Insurance Program Administrator and Captive Manager, responsible for administering and directing insurance programs, including overseeing the overall management of "the Captive," its budget, operation and handling of claims. Also, oversees the investigation and settlement of claims in compliance with regulations.

Duties and Responsibilities

Establishes and oversees procedures for the operation of the Captive, including payment of administrative expenses, claims processing and adjustments, dispute resolution, and tail coverage for participating health centers. Develops standards for premium subsidies, reinsurance participation, underwriting guidelines, and risk management requirements, and conducts audits to ensure compliance. Leads strategic planning by defining current and future business environments, setting performance metrics, and evaluating program effectiveness. Performs root cause analyses to identify opportunities for process improvements and drafts manuals and guides to formalize updated business practices.

Designs and conducts broad, complex management studies addressing evolving requirements, legislation, and overlapping functions, and proposes actionable management solutions. Develops and implements special projects, including strategies to track and execute recommendations. Provides expert guidance to the Mayor, City Administrator, ORM, and District agencies on insurance and risk programs, including related financial and legal matters impacting an $11 billion budget and approximately 35,000 employees. Prepares and disseminates clear written and verbal guidance on insurance policies and procedures, and analyzes reports from third-party administrators and the Office of the Chief Financial Officer to support informed recommendations.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Prior supervisory experience and an advanced degree (Master's or J.D.) in legal, finance, insurance, pubic or business administration or risk management is preferred.

Duration of Appointment: Management Supervisory Service (MSS), “At-Will”. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Union): This position is not covered by a collective bargaining unit.

Position Designation: The position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
