We are seeking an experienced Senior Cybersecurity SME to join our team and strengthen U.S. Coast Guard cybersecurity practices by driving security compliance, guiding Risk Management Framework (RMF) implementation, and integrating cybersecurity, privacy, and supply chain risk considerations across the system lifecycle. This role also involves close collaboration with Coast Guard stakeholders to assess risks, implement mitigation strategies, and ensure alignment with evolving federal cybersecurity standards.

Position Overview:
Arete Consulting is seeking a highly experienced Senior Cybersecurity SME to drive the U.S. Coast Guard’s Robotics and Autonomous Systems Program Executive Office (RAS PEO) cybersecurity objectives. This position focuses on compliance and lifecycle support for Unmanned Aircraft Systems (UAS) in accordance with the Risk Management Framework (RMF). The ideal candidate knows Cyber requirements, experienced with coordinating with USCG cybersecurity personnel & skilled in integrating cybersecurity, privacy, and cyber supply chain risk management seamlessly into the entire system development lifecycle.

Key Responsibilities:

Prepare required research, analysis, and documentation incidental to all phases of the acquisition life cycle and RMF.
Support all ADE entrance/exit criteria and follow-on action as directed by ASMs.
Provide Program Level research and data gathering, organize this data and use as supporting documentation to complete Major Systems Acquisition Manual (MSAM) and Non-Major Acquisition documents.
Provide direct support of required focus/support meetings, IPTs, execution activities and working group sessions.
Support Program-level coordination of deliverables to include internal reports, meeting planning, and minutes, internal document tracking and routing, document reviews and briefings.
Track Enterprise Mission Assurance Support Service (eMASS) Plan of Action and Milestones (POAM) and revise for emerging, progressing or closed vulnerabilities.
Monitor system scans to ensure necessary transparency on what was tested, how it was tested, test results, and formulation of next steps (observe scans-not perform scans and score results).
Review system documentation and provide edits/recommendations to assist with approval (e.g. PPP, ACSP, ILSP, LCCE, etc.)
Manage Authority to Connect (ATC), Authority to Operate (ATO) and relevant system lifecycle approval processing ensuring conditional approvals are linked back to POAM and eMASS as inputs.
Track Diminishing Manufacturing Sources (DMS)/ obsolescence impacts and ensure the Program Management Office (PMO) are informed of impacts, constraints, timelines, and mitigations.
Maintain close liaison with CG-C5I points of contact for early engagement on relevant policy or vulnerability impacts.
Monitor system configurations for potential deviations that impact system certification, testing, and lifecycle management.
Maintain familiarization in system operation and relevant operator norms to ensure responsible engagement in a lab or airframe testing events (resulting in prioritization of subsequent actions).
Support the Information System Security Officer Information System Security Officer (ISSO) in meeting RAS Information Assurance systems’ cyber requirements as detailed by the RMF.

Qualifications:

U.S. Citizenship and active Top Secret clearance.
10 + years of demonstrated experience with the Risk Management Framework (RMF), including development of security authorization artifacts across RMF Steps 0-6.
Proficiency with eMASS for control inheritance, POA&M management, and accreditation package development.
Hands-on experience supporting cybersecurity lifecycle management and configuration compliance for federal information systems.
Strong understanding of federal cybersecurity policies, including NIST 800-53, 800-37, and agency-level governance (e.g., DOD/CGCYBER directives).
Ability to work effectively within classified environments and collaborate with diverse government and contractor stakeholders.
Experience supporting acquisition programs, ATO/ATC processes, or cybersecurity integration for autonomous or aviation-relation systems is preferred.
Security certifications (e.g., CISSP, CAP, CISM, Security+) is preferred.
