Job Summary

REGIONAL ASSET MANAGER JOB DESCRIPTION

The regional asset manager has responsibility for overall asset management at all properties in the portfolio assigned. This role will be critical for evaluating and training on-site personnel as well as accurately assess their performance in regards to the specific funding programs. The qualifications for this position would be a minimum of 5-7 years of property management experience which must include the affordable housing industry, specifically, with Low Income Housing and Section 8 properties. Experience with OneSite or comparable property management software is required.

This position reports to and is directly responsible to the President, Vice President, Vice President of Operations and Chief Financial Officer. This position will entail several roles:

The regional asset manager will be responsible for training and developing on-site personnel. Training will consist of Low-Income Housing Credit and/or Section 8 policies and procedures; to include EIV training and acquiring appropriate EIV log in information for on-site personnel. The regional asset manager will be responsible for training and confirming staff is in compliance with the North Carolina Housing Finance Agency (LIHTC), HUD (Section 8) as well as company policies and procedures.

The regional asset manager may be asked to fill in on a property if there is a vacancy at one of the properties until a replacement property manager can be found. It will be the responsibility of the regional asset manager to staff this position or any vacant positions that may arise in the porfolio.

Quarterly site inspections will be required by the regional asset manager as well as any pre-inspections prior to inspections from lenders or oversight agencies. Constant feedback will be expected to update executive staff on any issues that may arise as a result of those inspections and status as well as appearance of the operations of the properties.

The regional asset manager will be responsible for monitoring each of the properties assigned in order to achieve financial objectives and projections established by the owners. Adherence to the compliance requirements for the property will be overseen by the regional asset manager. The financial stability of the properties is critical; the regional Asset manager will be responsible for assisting executive staff with preparing and inputting annual budgets.

The regional asset manager will approve all new move-ins ensuring that each applicant that is admitted is income eligible for the property and assisting the property manager with recertification as well as reviewing recertification reports to make sure all properties are up to date on recertifications and interim recertifications. File review inspections will be necessary, as well as frequent, part of the duties for the regional asset manager to ensure the files are in order and all forms are up to date. Constant review of vacancy and delinquency of the properties is required to ensure the property is occupied and financially strong.

Marketing will be an integral role for the regional asset manager for collecting as well as reviewing marketing reports from property managers. As part of the review process of marketing material, the regional asset manager will need to ensure the property is in compliance with all requirements for marketing for affordable housing for HUD and LIHTC to include Fair Housing, Affirmative Fair Housing Marketing Plan, Landlord/Tenant Act.

The regional asset manager will be responsible for approving rent increases to conform with the financial expectations and success of the properties. This includes ensuring all parties have approved the rent increase to include oversight agencies and lenders, as required

The regional Asset manager will assist executive staff on performance reviews of onsite personnel according to scheduled review cycles. As part of the performance reviews, the regional vice president will assist executive staff in preparation and recommendations of salary increases.

Extensive experience in property management of affordable communities is a must and is required. Knowledge of OneSite or a comparable property management platform is required. File and compliance experience is required.
