TITLE: District Operations Officer
REPORTS TO: Superintendent
JOB GOAL: Under the general direction of the Superintendent, the District Operating Officer (DOO) provides executive leadership, strategic direction, and oversight of the district's operational services while serving as the district's Director of Pupil Personnel (DPP) and Federal Programs Coordinator (Title Coordinator). The DOO ensures the efficient, effective, and compliant management of district operations, including facilities, technology, safety and security, operational compliance, strategic initiatives, and administration of the district's federal education programs. As Director of Pupil Personnel, the COO is responsible for ensuring compliance with Kentucky statutes and administrative regulations related to compulsory attendance, student enrollment, residency, homeless education, student discipline, and other pupil personnel services.
REPRESENTATIVE DUTIES
To perform this executive administrative position successfully, an individual must be able to perform each essential duty satisfactorily with minimal supervision.

Serve as a member of the Superintendent's executive leadership team.

Advise the Superintendent on operational planning, district initiatives, and organizational effectiveness.

Collaborate with district and school administrators to align operational services with district goals and priorities.

Lead district operational planning and continuous improvement initiatives.

Assist in implementing Board policies and administrative procedures.

Coordinate district operational activities during emergencies and crisis situations.
-
Develop long-range operational plans supporting district growth and sustainability.
-
Perform additional duties as assigned by the Superintendent.

Provide executive oversight of district facilities, maintenance, custodial services, and grounds.
-
Develop and implement preventative maintenance programs.
-
Oversee construction, renovation, and capital improvement projects.
-
Coordinate long-range facility planning.
-
Ensure district facilities comply with all applicable federal, state, and local regulations.
-
Supervise facility use by community organizations.
-
Develop and monitor energy conservation and sustainability initiatives.
-
Evaluate operational efficiency and recommend improvements.
-
Provide executive oversight of district technology infrastructure and operational technology services.
-
Collaborate with instructional leadership regarding technology initiatives supporting teaching and learning.
-
Ensure network reliability, cybersecurity, and continuity of technology operations.
-
Coordinate technology infrastructure planning and replacement cycles.
-
Promote effective and secure technology use throughout the district.
-
Oversee district-wide school safety and security initiatives.
-
Coordinate emergency preparedness planning and crisis response procedures.
-
Ensure compliance with Kentucky school safety requirements.
-
Coordinate emergency drills and district safety planning.
-
Serve as liaison with law enforcement, emergency management agencies, first responders, and community partners.

Develop and monitor district safety plans and risk reduction strategies.
-
Oversee district risk management and insurance coordination.
Serve as the district's Director of Pupil Personnel in accordance with Kentucky Revised Statutes and Kentucky Department of Education regulations.
Responsibilities include:

Administer and oversee the district's pupil personnel program.
-
Enforce Kentucky compulsory attendance laws.
-
Develop and implement attendance improvement initiatives.
-
Investigate excessive absences, truancy, residency concerns, and educational neglect.
-
Coordinate interventions designed to improve student attendance and engagement.
-
Maintain district attendance records and required state reporting.
-
Monitor compliance with attendance requirements and recommend corrective actions.
-
Coordinate student enrollment and residency determinations in accordance with Kentucky law and Board policy.
-
Ensure compliance with the McKinney-Vento Homeless Assistance Act and coordinate services for students experiencing homelessness.
-
Assist school administrators with student discipline, due process, placement, and alternative education matters.
-
Collaborate with principals, counselors, Family Resource and Youth Services Centers (FRYSCs), mental health providers, juvenile justice agencies, law enforcement, the Cabinet for Health and Family Services, and the County Attorney to support student success.

Develop district procedures related to attendance, enrollment, residency, student welfare, and pupil personnel services.

Provide professional development regarding attendance law, student rights, residency requirements, and pupil personnel procedures.

Perform all duties assigned to Directors of Pupil Personnel under Kentucky law and administrative regulations.

Ensure district compliance with applicable federal and state statutes, regulations, and Board policies affecting assigned operational areas.

Monitor district compliance with Kentucky Department of Education requirements.
-
Coordinate operational reviews and compliance monitoring.
-
Prepare required reports for state and federal agencies.
-
Recommend revisions to Board policies and administrative procedures as needed.

Participate in district strategic planning initiatives.
-
Analyze operational data to improve efficiency and effectiveness.
-
Recommend operational improvements and organizational best practices.
-
Coordinate implementation of district operational initiatives.
-
Lead Superintendent-directed special projects.
-
Prepare reports and presentations for the Superintendent and Board of Education.

Communicate effectively with staff, students, parents, governmental agencies, and community stakeholders.

Represent the district in meetings with local, regional, and state organizations.

Foster collaborative relationships with community partners to support district initiatives.

Supervise assigned administrators, directors, and department personnel.

The physical requirements listed below are representative of those necessary to successfully perform the essential functions of this position.

Frequently exert up to twenty (20) pounds of force to lift, carry, push, pull, or move objects.

Travel between district locations and attend meetings as required.

Master's degree from an accredited college or university in Educational Leadership, School Administration, Public Administration, or a closely related field.

Kentucky certification for school administration or eligibility for appropriate administrative certification preferred.

Must meet Kentucky qualifications to serve as Director of Pupil Personnel.

Minimum of five (5) years of progressively responsible educational leadership experience.

Experience in district-level administration preferred.

Demonstrated leadership in school operations, student services, compliance, or strategic planning preferred.

Valid Kentucky administrative certification or eligibility as required by the Kentucky Education Professional Standards Board (EPSB).

Must meet Kentucky Department of Education requirements for serving as Director of Pupil Personnel.

Maintain required professional learning and certifications in accordance with Kentucky law and Board policy.
EVALUATION: Performance of the job will be evaluated by the Superintendent
TERMS OF EMPLOYMENT:

Salary commensurate with the Fairview Independent Schools Classified Salary Schedule.

Work schedule to be established by the Superintendent.
