Full Job Description

Community Director

Position Summary

The Community Director is responsible for the overall management and daily operations of the retirement community. This leadership position requires an experienced professional with exceptional communication, organizational, and problem-solving skills who can effectively collaborate with residents, Boards of Directors, committees, staff, vendors, and community partners.

The Community Director provides strategic leadership while ensuring efficient day-to-day operations. This role oversees community operations, property maintenance, financial stewardship, staff management, regulatory compliance, and resident services in accordance with the governing documents of the Owners Association and Condominium Associations.

This is a full-time, on-site position. Regular business hours are Monday through Friday, with limited availability required on evenings, weekends, and holidays for emergencies and special events.

The Community Director demonstrates professionalism, diplomacy, integrity, transparency, and compassion while fostering a positive community environment and maintaining compliance with applicable laws and governing documents.

Essential Duties and Responsibilities

Operations Management

Oversee the execution of the community maintenance schedule.
Establish and maintain performance standards for maintenance operations and contracted services.
Manage operational expenditures within approved budgets.
Review and authorize invoices and expenditures as appropriate.
Obtain competitive bids from qualified vendors and negotiate contracts.
Monitor contractor performance to ensure work meets established standards.
Coordinate resident feedback regarding operations, maintenance, and landscaping.
Monitor dining services vendor performance and provide operational support as needed.
Develop and maintain emergency preparedness and disaster response plans.
Identify, prioritize, and correct community safety concerns.
Respond to emergencies affecting residents or community property.

Communication and Resident Relations

Foster effective communication among the Board, Condominium Boards, committees, residents, and staff.
Maintain an open-door policy and encourage resident engagement.
Respond promptly to resident emails, phone calls, and inquiries.
Prepare and contribute content for community newsletters and communications.
Represent Mountain Meadows at civic meetings, community events, and public functions as needed.

Administrative Management

Maintain organized community records, files, and governing documents.
Oversee information technology needs for administrative offices and the Clubhouse.
Coordinate collection efforts related to delinquent HOA assessments.
Supervise daily administrative and maintenance operations.
Ensure timely completion of maintenance work orders.
Coordinate room setup and logistical support for meetings, forums, and community events.

Staff Leadership and Human Resources

Recruit, hire, supervise, and develop on-site staff.
Provide leadership, coaching, and ongoing performance management.
Address employee performance and interpersonal issues professionally.
Review payroll information for accuracy and monitor overtime usage.
Ensure staff operates within approved budgets.
Conduct regular employee evaluations.
Coordinate staff training and professional development.
Advise the Board regarding staffing needs and organizational structure.

HOA and Association Management

Maintain current knowledge of Oregon HOA statutes and applicable regulations.
Enforce community standards in accordance with CC&Rs, Bylaws, and Rules & Regulations.
Coordinate reserve studies and reserve updates for all Associations.
Assist with annual meetings, elections, and governance processes.

Property Management

Oversee maintenance and management of all Association common areas and facilities.
Collaborate with Association Boards to develop preventative maintenance programs.
Identify maintenance needs and capital improvement projects.
Assist Boards with project planning, scope development, bid solicitation, and contractor selection.

Financial Management

Prepare monthly management reports for the Owners Association and Condominium Board Meetings.
Meet monthly with the Finance Committee.
Present vendor bids and project recommendations.
Assist the Controller and Finance Committee Chair with preparation and review of monthly financial reports.
Assist in developing annual operating and reserve budgets.

Committee Support

Maintain working knowledge of all committee functions.
Attend committee meetings or assign staff representation as appropriate.
Provide budgetary and operational guidance to committees and Association leadership.

Regulatory Compliance and Public Relations

Ensure compliance with all applicable federal, state, and local regulations, including:
OSHA
BOLI
Fair Housing Act (FHA)
Fire and Life Safety Codes
Elevator inspections
Business licensing requirements
Maintain productive working relationships with:
City of Ashland
Jackson County
Fire and Police Departments
Adult Protective Services
Oregon Department of Human Services
Other governmental agencies as required

Professional Development

Participate in continuing education and professional management training.
Remain informed of industry best practices and regulatory changes affecting community associations.

Qualifications

Required

Excellent written and verbal communication skills.
Strong leadership, organizational, and interpersonal skills.
Demonstrated supervisory and personnel management experience.
Ability to build positive relationships with residents, employees, vendors, contractors, and community partners.
Strong problem-solving and conflict-resolution skills.
Experience managing budgets, contracts, and operational priorities.
Ability to evaluate personnel performance and organizational programs.
Proficiency with Microsoft Office and general office technology.
Ability to manage multiple priorities while maintaining attention to detail.

Preferred

Experience in homeowners association (HOA) or community association management.
Experience managing active adult or 55+ communities.
Professional certifications related to community association management (CMCA, AMS, or PCAM) are desirable.
