Full Job Description

Job Summary
Job Title: Part-Time Zoning Inspector

Reports To: Village Administrator or Mayor
Department: Zoning / Planning
FLSA Status: Non-Exempt
Classification: Part-Time / Hourly
Payrate will be determined upon experience and qualifications.
Candidate should reside within 25 miles of the Village.

Position Summary

The Zoning Inspector ensures compliance with the Village’s zoning ordinances, the Ohio Revised Code, and applicable land use regulations. This position involves reviewing zoning permit applications, inspecting properties for compliance, issuing violation notices, and maintaining accurate zoning records. The Zoning Inspector provides information to residents, property owners, and officials regarding zoning regulations and procedures.

Essential Duties and Responsibilities

Duties are performed in accordance with Ohio Revised Code §§713.06–713.15 and local ordinances:

Permit Review and Issuance
Receive, review, and process zoning permit applications for construction, alterations, and land use.
Verify compliance with the Village Zoning Ordinance and applicable ORC provisions before permit approval.
Maintain accurate records of permits issued and denied.
Inspections and Enforcement
Conduct on-site inspections to ensure zoning compliance.
Investigate zoning complaints received from residents or officials.
Document violations and issue written notices in accordance with ORC 713.13 and local enforcement procedures.
Coordinate enforcement actions and, when necessary, refer noncompliance cases to the Village Solicitor or Planning Commission.
Advisory and Administrative Duties
Advise the Planning and Zoning Commission and the Board of Zoning Appeals (BZA) on technical zoning matters.
Attend BZA and Planning Commission meetings when required.
Maintain all zoning maps, files, and public records as required by ORC 149.43 (Ohio Public Records Law).
Assist in the drafting or amendment of zoning text and maps under direction of the Planning Commission.
Public Assistance
Provide guidance to property owners, developers, and the public regarding zoning regulations, setbacks, uses, and application procedures.
Respond promptly to zoning inquiries in person, by phone, or in writing.
Coordination with Other Departments
Work with police, fire, and county building departments to ensure compliance with health, safety, and property maintenance codes.
Coordinate with the County Auditor and Recorder when zoning changes affect property descriptions or assessments.

Minimum Qualifications

High school diploma or GED required; associate’s degree in planning, geography, or public administration preferred or similar job experience.
Working knowledge of municipal zoning, planning, or code enforcement.
Valid Ohio driver’s license and good driving record.
Ability to read and interpret zoning maps, legal descriptions, and building site plans.
Strong communication and recordkeeping skills.
Ability to exercise sound judgment and maintain professionalism in enforcement activities.

Work Hours and Compensation

This is a part-time position, typically 8–14 hours per week, with flexibility as needed for inspections and meetings.
Position includes mileage reimbursement for fieldwork.

Authority and Accountability

The Zoning Inspector acts under the supervision of the Village Administrator or Mayor.
Enforcement actions are subject to appeal to the Board of Zoning Appeals as provided in ORC 713.11.
The position serves at the pleasure of appointing authority unless otherwise stated by ordinance.

Physical Requirements

Ability to walk in uneven terrain during inspections.
Ability to lift up to 25 pounds of equipment or files.
Exposure to outdoor weather conditions and construction environments.
Clean driving record and reliable transportation.

Pay: $20.00 - $30.00 per hour
