Job Description and Duties

Under the general direction of the Branch Chief, a Supervisor I in the Division of Human Resources, the Human Resources Liaison (HRL) provides district management and supervisory staff with guidance on routine personnel and labor-relations matters, as well as on the interpretation and implementation of departmental policies and procedures. The HRL serves as the District’s primary FMLA and Reasonable Accommodation (RA) Liaison, offering expert support to managers, supervisors, and employees on the full scope of FMLA/RA processes and ensuring compliance with all applicable laws, regulations, and required timelines. The District HRL works closely with the Office of Discipline Services to coordinate the service of adverse actions and to schedule Skelly and Coleman hearings, including the preparation and distribution of all required documentation. The incumbent also serves as Chief Proctor for district examinations, ensuring adherence to civil service rules, examination security procedures, and departmental protocols. The HRL may also act as backup to the District Transactions Liaison by assisting employees with matters related to hiring, benefits, pay, leave balances, and other personnel-related inquiries. The selected candidate will serve as the district’s customer service representative for resolving HR-related issues, demonstrating professionalism, a positive attitude, and a strong commitment to delivering high-quality service. Clear and effective verbal and written communication is essential, as is the ability to work tactfully, confidentially, and collaboratively with internal and external stakeholders. Additionally, the HRL will develop and deliver training on a variety of Human Resources topics for district supervisors and managers, which may include FMLA/CFRA, Reasonable Accommodation, personnel procedures, and supervisory responsibilities. Travel to other district offices may be required to support broader DHR functions.

This position is eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’ current telework policy. While Caltrans supports telework, in-person attendance may be required based operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquarted location.
