Full Job Description

Position Summary

The Housing Inspector is responsible for conducting inspections of Athens Housing Authority (“AHA”) public housing, affordable housing, and mixed-finance properties to ensure compliance with HUD regulations, NSPIRE standards, local housing codes, health and safety requirements, and AHA policies and procedures. The Housing Inspector performs inspections of occupied and vacant units, common areas, grounds, and unit turnovers to ensure properties are maintained in a safe, sanitary, and decent condition. Major Duties and Responsibilities The statements contained here reflect general details necessary to describe the principal functions of this job, the level of knowledge and skill typically required, and the scope of responsibility but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including work in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise balance the workload. The functions listed are also examples of duties that may be required and in no way imply a contractual agreement between the employer and employee or affect the at-will relationship between the parties.

1. Conducts inspections of occupied and vacant units to ensure compliance with HUD NSPIRE standards and AHA policies.

2. Performs move-in, move-out, annual, housekeeping, preventative maintenance, and special inspections.

3. Inspects unit turnovers to verify readiness for occupancy.

4. Conducts inspections of buildings, grounds, and common areas to identify deficiencies and safety hazards.

5. Documents inspection findings, damages, and violations through reports and photographs.

6. Coordinates with maintenance staff regarding required repairs.

7. Performs quality control inspections on completed maintenance work orders.

8. Assists with preparation and coordination of HUD NSPIRE and regulatory inspections.

9. Tracks inspection deficiencies and monitors completion of corrective actions.

10. Assesses resident damages and prepares supporting documentation.

11. Conducts emergency inspections related to fire, flooding, structural issues, or complaints.

12. Maintains inspection logs, records, and reports.

13. Ensures compliance with Fair Housing, ADA, and safety requirements.

14. Performs other related duties as assigned.

The Athens Housing Authority will provide reasonable accommodation provided that the individual is otherwise qualified to safely perform the duties and assignments connected with the job and provided that any accommodation made does not require significant difficulty or expense.

Desirable Knowledge and Abilities

1. Knowledge of HUD NSPIRE standards and affordable housing operations.

2. Knowledge of building systems, maintenance practices, and inspection procedures.

3. Knowledge of local building, fire, and housing codes.

4. Ability to identify deficiencies and safety hazards.

5. Ability to prepare accurate and detailed reports.

6. Ability to communicate effectively with residents, contractors, and staff.

7. Ability to work independently and prioritize assignments.

8. Proficiency with Microsoft Office applications and Yardi software.

Physical Requirements

The following is a list of physical requirements necessary to perform this job, either with or without accommodation.

1. Ability to access all units, buildings, grounds, and modernization sites for inspection purposes.

2. Ability to work in varying environmental conditions.

3. Ability to stand, walk, bend, stoop, kneel, and climb for extended periods.

4. Ability to carry inspection tools, reports, and office materials.

Minimum Education, Training, and/or Experience

1. High school diploma or GED required; Associate’s degree preferred.

2. Minimum of three (3) years of experience in housing inspections, maintenance, or property management.

3. Experience with housing inspections.

4. Equivalent combinations of education and experience may be considered.

Special Requirements

1. Possession of a valid State of Georgia driver’s license.

2. Must be bondable.

3. Must be insurable by the Authority’s fleet insurance carrier.

4. Must be able to occasionally work evenings and weekends if required.

5. HUD NSPIRE or related inspection certification preferred.
