Heavy Civil Estimator
Position Overview
We are seeking an experienced Heavy Civil Estimator to develop accurate, competitive cost estimates for grading, earthwork, water, and other civil construction projects. The Estimator will translate plans and specifications into detailed takeoffs, assemble bids using HCSS HeavyBid and other estimating tools, and collaborate with project teams and subcontractors to submit complete proposals on schedule. The role focuses on building reliable cost models, identifying risks and opportunities for value engineering, and supporting business development efforts.
Key Responsibilities

Prepare detailed quantity takeoffs and cost estimates for grading, earthwork, water, and other civil/heavy construction projects.

Build and submit complete bids using HCSS HeavyBid (HeavyBid) and associated estimating software; maintain and update estimating databases and assemblies.

Review plans, specifications, and geotechnical reports and perform site visits as needed to verify conditions and scope.

Solicit and evaluate subcontractor and supplier quotes; negotiate pricing and incorporate subcontract scopes into the overall estimate.

Develop unit price and lump-sum proposals, bid summaries, and supporting bid documents; ensure proposals comply with contract requirements and submission deadlines.

Perform risk analysis, contingency development, and value-engineering recommendations to improve bid competitiveness and project profitability.

Collaborate closely with project managers, engineers, field personnel, and business development staff to refine scope, schedule, and constructability.

Track historical costs, productivity rates, and change orders to continuously improve estimating accuracy and forecasting.

Participate in pre-bid meetings and client communications as required and support post-bid clarifications and negotiations.
Qualifications

Bachelors degree in Construction Management, Civil Engineering, or related field, or equivalent experience.

3+ years of estimating experience in heavy civil construction with emphasis on grading, earthwork, and water infrastructure; municipal and site civil experience preferred.

Proven proficiency with HCSS HeavyBid (HeavyBid) and familiarity with HCSS estimating workflows; strong Excel skills and comfort with digital takeoff tools.

Solid understanding of construction means and methods, unit pricing, production rates, and crew/productivity estimating.

Experience reading civil plans, specifications, and geotechnical reports; ability to perform accurate quantity takeoffs.

Strong analytical, organizational, and time-management skills with attention to detail and the ability to manage multiple bids simultaneously.

Excellent verbal and written communication skills; experience coordinating with subcontractors, suppliers, and project teams.

Valid drivers license and willingness to visit project sites and attend meetings as required.
