Full Job Description

Willow Construction, Inc. is an established and reputable heavy utility contractor based in the Metro Atlanta area, and operates all across the Northern half of the state of Georgia. We are a construction company dedicated to delivering high-quality utility construction projects. Willow Construction pursues projects involving water and wastewater treatment and pumping, earthen dam construction and repair, parks and recreation work, among others.

Overview
We are seeking an experienced mid to senior level Construction Project Manager / Estimator with at least five (5) years of experience in the construction industry. This role is responsible for managing projects from preconstruction and estimating through final completion, ensuring accurate cost projections, effective coordination, and high-quality results. The ideal candidate will have strong project management and estimating skills, proven experience in utility construction projects—preferably sewage pump station construction—and the ability to manage multiple stakeholders successfully.

Education

Professional certification such as Project Management Professional (PMP) or Certified Construction Manager (CCM) is preferred, or a Bachelors' degree from an accredited college or university in a related field.

Experience

5+ years of experience in Utility Construction; specifically in sewer/water pump stations, preferred
Must know how to read blueprints; review plans, specs, and submittals.
Must be experienced in leading meetings, mitigating risks, and managing project budgets.
Hands-on experience working on construction sites; familiarity with site logistics, safety and field operations, is highly desirable.
Extensive knowledge of utility construction estimating processes and software such as SAGE CRE or equivalent tools.

Duties

Develop comprehensive project estimates by analyzing blueprints, schematics, and specifications using construction estimating software such as SAGE 300 or similar tools.
Prepare detailed cost proposals, budgets, and schedules to ensure project profitability and timely delivery.
Lead project planning sessions, coordinate with architects, engineers, subcontractors, and clients to establish project scope and objectives.
Manage construction projects on-site by overseeing daily operations, ensuring adherence to safety protocols, quality standards, and project timelines.
Negotiate contracts with vendors and subcontractors while maintaining strong relationships for future collaborations.
Ensure compliance with all safety regulations, and contractual obligations through effective project coordination.
Maintain detailed records of project activities, change orders, RFIs (Requests for Information), and other documentation essential for project management.

Qualifications

Strong leadership, communication, and organizational skills
Strong understanding of blueprint reading, schematics interpretation, contracts administration, and construction site safety.
Excellent time management skills with the ability to prioritize tasks effectively across multiple projects.
Efficient at tracking project progress, managing schedules, budget, subcontractors, materials and labor.
Relevant certifications such as OSHA safety certification or PMP (Project Management Professional) are preferred.
Experienced with invoice management and financial tracking in construction projects.
