Municipal Court of Atlanta

Court Operations Manager I

Posting Expires: August 6, 2026

Salary: Commensurate with experience

General Description and Classification Standards:

Manages a variety of functions associated with the effective operation of the Community Court Division, including diversion programming, case management services, competency evaluation coordination, homeless services, community outreach, and other specialty court initiatives. Supervises staff, directs program operations, develops policies and procedural guidelines, and provides training and guidance for employees. Oversees grant-funded programs, contractual service providers, and community partnerships while ensuring compliance with federal, state, and local regulations. Responsible for program planning, operational performance, data reporting, budget monitoring, and quality assurance. Provides exceptional customer service to court participants, judicial officers, stakeholders, community partners, and the public. Manages assigned program areas through subordinate staff. Develop operating plans and program objectives. Plans for the talent needs of the division and develop employees through coaching, performance management, and professional development.

Supervision Received:

Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered "middle" management.

Essential Duties and Responsibilities (These are typical responsibilities for this position and should not be construed as exclusive or all inclusive)

Supervises professional staff including performance planning, coaching, evaluation, monitoring, and training.
Handles complaints from defendants and customers to ensure the court is providing quality customer service.
Directs the daily operations of Community Court programs, ensuring efficient service delivery and compliance with court policies and procedures.
Oversee diversion and specialty court initiatives, including restorative justice, behavioral health services, homelessness initiatives, competency evaluation coordination, anger management, theft intervention, community service, and other rehabilitative programming.
Administers federal, state, and local grant-funded programs, ensuring compliance with grant requirements, reporting deadlines, budgets, contracts, and performance measures.
Monitors program expenditures and grant budgets to ensure appropriate stewardship of public funds.
Develops, implements, and evaluates policies, procedures, and Standard Operating Procedures to improve operational efficiency and program effectiveness.
Prepares monthly, quarterly, annual, and grant-required reports, including statistical analyses, performance measures, and outcome reporting.
Analyze operational data to identify trends, measure program effectiveness, and recommend continuous process improvements.
Oversee contractual relationships with service providers and community partners, ensuring compliance with contractual obligations and service expectations.
Provides guidance to a varied group of Managers and Supervisors or may directly supervise a staff of professionals and team leaders engaged in an organization-wide or policy-advisory activity. Guidance is typically be general in nature and focused on objectives, end results, and policies.
Coordinates and maintains collaborative relationships with judges, court staff, solicitors, city departments, behavioral health providers, nonprofit organizations, housing agencies, educational institutions, and other governmental and community stakeholders.
Responds to and resolves complex participant, operational, and stakeholder concerns requiring management intervention.
Oversees participant eligibility, program compliance, case management standards, and referral processes.
Ensures compliance with grant regulations, court policies, confidentiality requirements, and established operating procedures.
Develops new initiatives, strategic partnerships, and community-based programming designed to improve participant outcomes.
Represents the Community Court Division at meetings, trainings, public events, and interagency collaborations.

Leadership and motivational skills. Skill in identifying operating issues and developing long-term resolutions.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to plan organization operations to accomplish goals.
Ability to build relationships within organization and with external constituents/partners.
