Position Summary
The Safety Manager is responsible for the development, implementation, and oversight of AGX Siteworx’s health and safety program across all civil construction operations, including trucking, trenching and excavation, grading, underground utilities, paving, and concrete work. This role serves as the company’s designated Competent Person for excavation, trenching, and shoring, and is responsible for ensuring jobsite compliance with OSHA, FMCSA, and other applicable federal, state, and local safety regulations. The Safety Manager conducts jobsite safety audits, investigates incidents, and delivers employee training including First Aid/CPR, confined space entry, and trench and excavation/shoring competent person training. This role works closely with project managers, superintendents, and foremen to build a strong, proactive safety culture across every crew and jobsite.
Essential Duties and Responsibilities
· Develop, implement, and continuously improve AGX Siteworx’s written safety program, policies, and procedures in accordance with OSHA 29 CFR 1926 and 1910, FMCSA, and MUTCD standards.
· Serve as the designated Competent Person for trenching, excavation, and shoring operations, including reviewing and approving protective systems, sloping, benching, and shoring plans on active projects.
· Conduct regular jobsite safety inspections and audits across all lines of work — trucking/hauling, trenching and excavation, grading, underground utilities, paving, and concrete — identifying hazards and ensuring timely corrective action.
· Plan, schedule, and deliver employee training programs, including First Aid/CPR/AED certification, confined space entry and permit-required confined space procedures, and trench and excavation/shoring competent person training.
· Onboard new hires with required safety orientation and ensure all field personnel complete applicable certifications before working unsupervised.
· Investigate incidents, near-misses, and equipment/vehicle accidents, determine root cause, and prepare written reports with corrective and preventive action plans.
· Maintain OSHA recordkeeping (300/300A logs), track TRIR and other safety metrics, and prepare reports for leadership and, when required, for client bid packages and prequalification submittals.
· Monitor compliance with confined space entry procedures, atmospheric testing, and rescue/retrieval planning on utility and underground work.
· Oversee compliance with DOT/FMCSA requirements for company trucking and hauling operations, including driver qualification files, hours of service, and DVIR procedures, in coordination with fleet and operations leadership.
· Manage traffic control and work zone safety plans in accordance with MUTCD standards for roadway-adjacent excavation, utility, and paving work.
· Coordinate with equipment and fabrication shop personnel on machine guarding, lockout/tagout, and safe use of shop tools and equipment.
· Monitor and enforce safety compliance for subcontractors working on AGX Siteworx projects, including review of subcontractor safety plans, site-specific orientations, and incident reporting requirements.
· Stop work and remove personnel from unsafe conditions when necessary, with authority to halt operations until hazards are corrected.
· Maintain relationships with OSHA, insurance loss control representatives, and clients on safety-related matters, and represent AGX Siteworx during safety audits or inspections.
· Track certifications, renewal dates, and training records for all field personnel, ensuring the workforce remains current on required credentials.
· Participate in pre-construction and weekly safety meetings, toolbox talks, and jobsite pre-task planning (JHA/JSA) with crews and supervision.
Qualifications
Education & Experience
· High school diploma or equivalent required; associate’s or bachelor’s degree in Occupational Safety, Construction Management, or a related field preferred.
· Minimum of 3 years of safety management experience in construction, utility construction, grading/excavation, or a closely related field.
· Demonstrated experience serving as a Competent Person for excavation, trenching, and shoring, with working knowledge of protective system design and soil classification.
· Experience developing and delivering employee training programs preferred.
Knowledge & Skills
· Strong working knowledge of OSHA 29 CFR 1926 (Construction) and 1910 (General Industry) standards, particularly Subpart P (Excavations) and confined space regulations.
· Familiarity with FMCSA regulations and DOT compliance requirements for commercial trucking and hauling operations.
· Working knowledge of MUTCD traffic control standards for work zones on and adjacent to roadways.
· Ability to identify hazards specific to grading, trenching and excavation, underground utility installation, concrete, and asphalt paving operations.
· Strong communication and interpersonal skills, with the ability to coach and hold field crews accountable while maintaining positive working relationships.
· Proficiency with Microsoft Office and safety management/reporting software.
· Sound judgment and the confidence to stop unsafe work and make timely decisions in the field.
Certifications
· OSHA 30-Hour Construction certification required; OSHA 500 Construction Trainer certification preferred.
· Certified First Aid/CPR/AED Instructor, or ability to obtain certification within 90 days of hire.
· Documented qualification as a Competent Person for Excavation/Trenching and Confined Space Entry, or ability to obtain within 90 days of hire.
· Valid driver’s license with an acceptable driving record.
· Additional certifications such as Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or Competent Person for Fall Protection are a plus.
Work Schedule and Availability
· Standard hours are Monday through Friday, 7:00 AM to 5:00 PM.
· Regular travel between active jobsites throughout the workday is required; a company vehicle or mileage reimbursement is provided in accordance with company policy.
· Availability outside of standard hours is required to respond to jobsite incidents, near-misses, or urgent safety concerns as they arise.
· Occasional early-morning starts or extended hours may be required to observe crews at project start-up, during traffic control setups, or for training sessions scheduled around crew availability.
Physical Demands and Work Environment
· Regularly required to walk active construction sites, including uneven, muddy, or excavated terrain, in all weather conditions.
· Must be able to enter and observe trenches, excavations, and confined spaces as part of inspections and training, following all applicable safety procedures.
· Frequent bending, kneeling, and climbing (including ladders and equipment) to conduct inspections and training.
· Must be able to lift and carry safety equipment and training materials weighing up to 40 pounds.
· Exposure to outdoor conditions, heavy equipment, vehicle traffic, and typical heavy civil construction jobsite hazards is routine and expected.
· Required to wear all applicable personal protective equipment (PPE), including hard hat, safety glasses, high-visibility clothing, hearing protection, and steel-toed boots.
