Full Job Description

The United Auburn Indian Community (UAIC) is currently seeking a Licensing Assistant for our Tribal Gaming Agency. The scheduled hours for this position are Monday through Friday, 10:00 AM to 6:00 PM.

Position Summary

Supports the licensing function of the UAIC Tribal Gaming Agency, in accordance with tribal and federal regulations, the Tribal-State compact, and the licensing policies & procedures adopted by the UAIC Tribal Gaming Agency.

Job Functions

Essential Functions

Assist with running open source background research such as: OFAC, National sex offender registries, online court records, google searches, and NIGC TAP (tribal gaming license portal).
Assist in entering and submitting background requests to third party contractor for prior criminal history, personal references, employment verifications, and Credit Reports.
Generate TGA licensing system reports to fulfill the TGA’s federal requirements for submitting Notice of Results (NOR) and Issuance of License (IOL) forms within the federally prescribed time period.
Assist with the TGA licensing investigation process in accordance with all applicable tribal regulations and agreements, federal regulations and policies, the Tribal-State Compact, and the licensing policies & procedures of the UAIC Tribal Gaming Agency, including those adopted to ensure compliance with the FBI Criminal Justice Information Service (CJIS) Security Policy (referred to collectively herein as “Licensing Rules and Regulations”).
Protects criminal history record information obtained from the FBI in accordance with the FBI CJIS Security Policy, and other applicable Licensing Rules and Regulations.
Utilizes information systems that provide access to criminal justice information from the FBI, and timely completes FBI CJIS Security and Privacy (General) training required for such access annually or more frequently as assigned.
Coordinate and track applicant new hire and renewal appointment activity.
Process Bureau of Gambling Control initial Key and renewal submissions.
Assist with processing gaming license verifications.
Assist with Gaming Resource Supplier (Vendor) licensing background applications, including new/renewal packets, correspondence, and telephonic contact, if required.
Support the Administrative Assistant with processing incoming applicants, as needed, including, but not limited to:

o Answering phones promptly and professionally.

o Greeting incoming licensing applicants at the first opportunity, demonstrating excellent customer service in all interactions.

o Maintaining the TGA main office restricted area access log.

o Collecting and reviewing licensing applications to ensure completion prior to investigation appointments taking place.

o Verifying and scanning valid government issued photo I.D. collected from applicants upon arrival; photographing applicants for identification badges.

o Entering applicant information into TGA licensing systems.

o Distributing correct TGA gaming license applications to prospective new hires after verifying license classification for the position.

Regularly communicate with Thunder Valley Casino Resort Human Resources department regarding applicant status and appointment schedule;
Maintain strict confidentiality regarding any and all information obtained while performing licensing investigation duties or other duties assigned;
Maintain and secure licensing records in accordance with Licensing Rules and Regulations.
Performs other duties as required or assigned.

Knowledge, Skills, and Abilities

Knowledge

Knowledge of appropriate contemporary administrative and clerical practices, and the operation of standard office equipment;
Excellent computer literacy, specifically with Microsoft Office, including Word, Excel, and Outlook.

Skills

Technical skills necessary to utilize research programs, internet search tools, data processing systems used by the agency, and standard Microsoft Word programs in performing investigations;
Exercise sound judgment in the performance of all duties;
Possess clear written and verbal communication skills;
Must be flexible, adaptable, well-organized, and detail-oriented;
Self-motived with a willingness to take initiative to solve problems;
Accurate typing and data entry skills.

Abilities

Ability to work collaboratively with coworkers in a positive and productive manner, as well as work independently;
Ability to work gracefully under pressure in a fast-paced environment;
Ability to learn, understand and apply rules, regulations, policies and directives, including, but not limited to:
UAIC Tribal Gaming Agency Administrative Policies & Procedures;
U.S. Department of Justice Criminal Justice Information Services (CJIS) Security Policy and related licensing policies and procedures adopted by the UAIC TGA;
Ability to maintain confidentiality and ethics in all interactions;
Ability to routinely interact tactfully with applicants, representatives of Thunder Valley Casino, external contacts/organizations, fellow employees and supervisors;
Ability to clear all necessary background checks, and to meet the licensing standards of the United Auburn Indian Community (UAIC) Administrative Procedure, Background Investigations and Licensing Procedure.

Qualifications

Minimum requirements

High School Diploma or equivalent
Two years of clerical or assistant experience
Excellent computer literacy, specifically experience with Microsoft Office, including Word, Excel, and Outlook.

Preferred qualifications:

Advanced administrative support experience
Recent/current licensing or background investigation experience

Working Conditions

While performing the duties of this job the employee is occasionally required to stand; walk more than half a mile; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch; talk and hear. The employee must occasionally lift or move up to 20 pounds. Specific vision abilities required by the job, with or without correction, include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.

While performing the duties of this job the employee is occasionally required to work near a moderate noise level. The employee may be required to work in an environment containing second hand smoke. This position requires the ability to occasionally work non-conventional hours.
