Full Job Description

SteelGate is looking for a Facility Security Officer (FSO). The FSO will be responsible for all aspects of personnel security for our Service-Disabled Veteran-Owned Small Business (SDVOSB) and ensure the company's full compliance with federal security regulations and government contracts, primarily the National Industrial Security Program (NISP) as outlined in 32 CFR Part 117 (NISPOM). This role requires a high degree of technical expertise, integrity, discretion, and the ability to manage a comprehensive security program with limited resources. Key responsibilities include:

Personnel Security

· Serve as the company's official security liaison with the Defense Counterintelligence and Security Agency (DCSA) and other federal agencies.

· Manage and maintain the company's Facility Security Clearance (FCL).

· Process and manage employee security clearances, including coordinating background checks and managing clearance records through government systems such as DISS (Defense Information System for Security).

· Maintain accurate and up-to-date Key Management Personnel (KMP) listings with the DCSA.

· Conduct initial security briefings, debriefings, and annual refresher training for all cleared personnel.

· Ensure compliance with DD Form 254 security requirements for prime and subcontracts.

Policy and Compliance

· Develop, implement, and maintain the company's security policies and procedures in accordance with the NISPOM, government directives, and contractual requirements.

· Conduct self-inspections and prepare the company for government security vulnerability assessments.

· Oversee the company's Insider Threat Program and provide related training and reporting.

· Prepare and submit all required security reports and documentation to the appropriate government agencies.

· Stay current on changes to industrial security regulations and disseminate updates to relevant personnel.

Physical Security

· Manage all aspects of physical security for facilities, including access control systems, alarm systems, and video surveillance.

· Ensure all secure areas, such as Sensitive Compartmented Information Facilities (SCIFs), meet construction and maintenance standards.

· Manage controlled access and visitor control procedures for the facility.

Incident Response

· Investigate and report all security incidents, adverse information, and potential compromises of classified information.

· Develop and practice emergency action plans for security-related events.

· Coordinate with internal and external stakeholders, including government security agencies and first responders, during security incidents.

Liaison and Communication

· Serve as the primary security point of contact for company employees, subcontractors, and government representatives.

· Collaborate closely with human resources on onboarding and offboarding security tasks for employees.

· Provide security support and guidance to business development and program management teams.

Qualifications:

· Education: Bachelor's degree or equivalent experience in a related field.

· Experience: Minimum of 3-5 years of experience as an FSO or Assistant FSO in the defense industry.

· Expert-level knowledge of the NISPOM and Defense Counterintelligence and Security Agency (DCSA) policies.

· Proficiency with government security databases, such as DISS, NISS, and NBIS.

· Completion of the FSO Program Management for Possessing Facilities curriculum is required for possessing facilities.

· Must be a U.S. citizen.

· Exceptional attention to detail and strong organizational skills.

· Proven ability to work independently and manage competing priorities.

· Excellent written and verbal communication skills.

· High level of integrity and discretion.
