Maine Pretrial Services, Inc. (MPS) provides agency Case Managers with the resources, education, orientation, training, and subject-matter expertise needed to support Co-Occurring Disorders & Veterans Court (CODVC) case management services. The Case Manager must have knowledge of criminal justice issues, substance use and co-occurring disorders, and veterans’ issues, and must be committed to recovery-oriented case management practices for these populations.
Duties and Responsibilities:
· Participant Case Management: Provide case management services to participants in the Kennebec Co-Occurring Disorders and Veterans Court.
· Court Team Representation: Represent Maine Pretrial Services as both a case manager and active member of the court’s multidisciplinary problem-solving team.
· Evidence-Based Supervision: Address criminogenic factors among justice-involved participants by applying legal and evidence-based practices, including motivational interviewing, objective risk assessment, and referrals to evidence-based treatment interventions for defendants eligible for supervision.
· Court Referrals: Process referrals docketed by the court.
· Law Enforcement Coordination: Coordinate with local law enforcement agencies to facilitate bail checks, wellness checks, and observed urinalysis testing.
· Eligibility Identification: Identify pretrial detainees and probation violators who may be eligible to apply to the CODVC by coordinating with pretrial staff, district attorney’s offices, defense counsel, courts, jails, other institutions, and local treatment and community resource providers.
· Referral Support: Confirm whether counsel has been assigned to eligible defendants; assist counsel and defendants in navigating the referral process; and work with counsel to determine each defendant’s interest in TRC.
· Background Review: Conduct criminal history checks using all available resources, including arrest data, NCIC, SBI, District and Superior Court records, and probation records.
· Assessment and Screening: Interview defendants to assess eligibility, risk, and needs using evidence-based methods and tools, including motivational interviewing, AC-OK screening, TCU II, Mental Health Screening III, MPRAI, ODARA, LSI-R, and LSI-SV.
· Veteran Applicant Review: Review DD-214s for veteran applicants.
· VA Coordination: Confer regularly with VA partners.
· Information Releases: Execute participant releases as needed and monitor release-contract compliance, including revocation documents for non-compliance.
· Confidentiality Compliance: Comply with federal and state laws and agency policies regarding participant confidentiality.
· Investigations: Conduct investigations by exploring and verifying information obtained during participant interviews, including information from family members, friends, employers, educators, treatment and medical providers, law enforcement, probation, district attorneys, and jail staff.
· Treatment Referrals: Refer candidates to designated treatment providers for comprehensive assessments.
· Participant Reporting: Establish and maintain a participant reporting procedure that includes, at minimum, one in-person meeting per week to review case plan progress and compliance with conditions.
· Case Planning: Use tools such as the LSI-R to develop and implement a case plan that addresses the needs of each participant accepted into the Court.
· Court Information Systems: Maintain working knowledge of the AIMS management information systems used within the courts.
· Drug and Alcohol Screening: Perform random screens, report results, and maintain MPS drug-testing certification with a 100% score.
· Meetings: Attend county supervision meetings and other agency meetings as required.
· Community Resource Collaboration: Help reduce recidivism by collaborating effectively with community-based resources for ancillary services, including treatment, education, employment, and housing.
· Service Referrals and Support: Perform case management tasks including assistance with MaineCare and referrals to housing, education, employment, training, substance use treatment, mental health services, and medical treatment.
· Probation Coordination: Jointly monitor participant progress with probation and exchange information regularly with probation staff.
· Violation Notification: Notify probation immediately following a participant violation when the participant is on probation.
· Court Team Updates: Provide weekly Court Team agendas and written updates on each participant for discussion.
· Court Docket Coordination: Maintain regular communication with the Clerk of Courts to manage the court docket, transportation of in-custody participants, and scheduling of admission and termination hearings.
· Participant Incentives: Maintain and coordinate a tangible reward system using evidence-based practices and donations solicited from the local area.
· Documentation and Files: Maintain required documents, files, and event records in accordance with agency policy.
· Reconnect Applications: Use Reconnect applications appropriately and effectively to assist participants with push notifications; use location monitoring only when expressly court ordered.
· TRC and Agency Training: Attend all TRC and agency staff training sessions and meetings.
· Criminal Justice and Treatment Meetings: Attend appropriate criminal justice and treatment meetings and participate in relevant subcommittees.
· Provider Networking: Network with agencies and service providers necessary to support ATC services.
· Supervisor Reporting: Report weekly to the Treatment & Recovery Court Supervisor and Treatment & Recovery Court Program Manager.
· Criminal Justice Subcommittees: Attend appropriate criminal justice meetings and participate in relevant subcommittees.
· Targeted Training: Attend targeted training on co-occurring disorders and veterans’ issues, including trauma, PTSD, traumatic brain injury, military sexual trauma, and justice involvement.
· National Standards: Adhere to evidence-based practices outlined by national standards, including All Rise, formerly NADCP, and associated research.
· Agency Mission: Uphold the agency’s mission by supporting pretrial services, post-conviction alternatives, and diversion options for Maine’s indigent criminal defendant population.
· Innovation and Integrity: Embrace innovation and integrity while applying legal and evidence-based practices to address the evolving needs of Maine’s criminal justice system effectively and efficiently.
Required Skills:

Education and Experience:
· Bachelor’s Degree
· Associate degree and at least one year’s full-time criminal justice experience
