This is a full-time position located in Augusta. This opportunity allows for partial telework with management approval.
Core Responsibilities:
The Case Management Consultant provides centralized program support for the Office of Aging and Disability Services (OADS) by reviewing, evaluating, and processing all IDD Family Support Funding and Respite Requests, as well as Housing Support Funding Requests submitted Statewide.
This role ensures timely, accurate, and policy aligned decision making, serves as a liaison to case managers, community service providers and waiver members in navigating available resources, and strengthens consistency across programs. The consultant works closely with the Housing Manager to ensure high-quality review, clear communication, and adherence to program guidelines.
Program Review & Decision Support
- Review, evaluate, and process all statewide Family Support Funding and Respite Requests as well as Housing Support Funding Requests in accordance with program policies, guidelines, and funding parameters.
- Submit recommendations and decisions in a timely manner, coordinating closely with the Housing Manager for review and approval.
- Ensure documentation is complete, accurate, and compliant with applicable rules and program requirements.
Policy Application & Program Expertise
- Maintain a strong working knowledge of OADS program policies, guidance, and procedures, including Section 13, Section 21, and Section 29 waiver services.
- Apply programmatic criteria consistently when reviewing requests, identifying when submissions fall outside allowable guidelines.
- Provide clear, supportive consultation to case managers and waiver members regarding community resources, waiver services, and alternative options when requests cannot be approved.
Technical Assistance & Stakeholder Support
- Offer guidance to case managers on program expectations, documentation standards, and available support.
- Communicate decisions and recommendations clearly, professionally, and in plain language.
- Support case managers and waiver members in understanding how to access appropriate services and resources.
Quality, Consistency & Collaboration
- Promote statewide consistency in the review and approval of Family Support and Housing Support Requests.
- Identify trends, gaps, or recurring issues and elevate them to the Housing Manager for system level improvement.
- Collaborate with internal OADS staff to strengthen program clarity, accessibility, and alignment with member needs.
Minimum Qualifications:
Bachelor's Degree or the equivalent and professional experience in social services casework, social services program development/delivery, or social services related fiscal/budget administration/analysis work.
Preference given to those with a Licensed Social Worker (LSW) license as issued by the Maine State Board of Social Worker Licensure.
The background of well-qualified candidates will demonstrate the following competencies:
1. A proven ability to interpret and apply technical standards and regulations. Excellent written and verbal communication, including the ability to explain decisions and guidelines clearly.
2. A thorough knowledge of MaineCare waiver services for individuals with IDD/Autism. Familiarity with Family Support Funds, Respite and Housing Support Funds programs.
3. Skill in providing supportive, solution focused consultation to case managers and waiver members.
4. Demonstrated ability to work independently, manage competing priorities, and meet timelines. High attention to detail and strong organizational skills.
