Position Information
The Texas Department of Transportation (TxDOT) Environmental Affairs Division is seeking qualified candidates for an Environmental Project Planner II or III – Historical Studies role within the Cultural Resources Management (CRM) Section.
This position is ideal for professionals in historic preservation, cultural resources management (CRM), public history, or environmental planning who want to apply their expertise to large-scale transportation projects across Texas.
This position supports transportation project delivery by ensuring compliance with federal and state historic preservation requirements. The role involves evaluating potential impacts to historic properties, coordinating environmental reviews and agency consultation, and helping develop solutions that avoid or minimize impacts to cultural resources.
Candidates will work collaboratively with internal teams, regulatory agencies, consultants, and community stakeholders, with opportunities to participate in public outreach.
This posting is open to multiple experience levels. Successful candidates will have a minimum bachelor’s degree in history, historic preservation, public history, architectural history, anthropology, geography, or related subjects. A master’s degree in any of the subjects is highly preferred. Experience with the National Register of Historic Places, developing public history products, and with the National Historic Preservation Act is also preferred. Final classification (Planner II or III) will be based on qualifications, experience, and business needs.
Minimum Hiring Range: 80,000.00

Position Description
Planner II, III
Coordinates and manages environmental planning activities associated with transportation projects for the Department. Work includes serving as the liaison with state and federal resource agencies, environmental and special interest groups, consultant staff, and internal project sponsors. Employees at this level follow standard practices that do not require frequent supervision of details; perform work independently on assignments; however, all unusual issues are referred the supervisor.
Essential Duties:
Environmental Project Planner II or III

Evaluates potential environmental impact of transportation activities on cultural resources including non-archeological historic resources like bridges, farmsteads, neighborhoods, landscapes, and commercial centers and protected lands (Section 4(f) and Chapter 26).

Conducts and/or coordinates field surveys, assessments, and project investigations for incorporation into environmental technical studies and environmental documents.

Reviews, approves, and/or prepares complex environmental schedules, scopes of work, and deliverables for project delivery prepared by department staff and/or consultants for engineering and/or scientific services contracts.

Consults and coordinates with TxDOT project managers, planners, engineers, and environmental staff on refinement of projects to avoid and minimize environmental impacts.

Consults and coordinates with representatives of regulatory agencies, special interest groups, the public and Department personnel.

Monitors and interprets current and proposed relevant environmental technical studies, laws, regulations, policies, and procedures to recommend and implement environmental policies, procedures, and guidelines.

Presents information on various environmental programs, projects and activities at public and professional meetings, seminars and conferences.

Develops, writes, revises, reviews, and recommends for approval consultant qualifications, statements of work, work authorizations, amendments, supplements, forms, deliverables, and related documents related to environmental studies for engineering and scientific services contracts.

Reviews, maintains, and updates an automated project tracking system/database related to environmental projects and studies.

Performs other job responsibilities as assigned.
Minimum Qualifications:
Bachelor's Degree in any discipline. Experience in environmental, planning, project management or other related fields may be substituted for education on a year per year basis Substitutions for Minimum Qualifications
Environmental Project Planner II
3 years of experience in environmental, planning, project management or other relevant experience (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
Environmental Project Planner III
5 years of experience in environmental, planning, project management or other relevant experience (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.

Environmental Project Planner II:
Requires considerable knowledge in the following:

Environmental laws, regulations, and mitigation requirements.

Writing methodologies and strategies to develop and implement appropriate informational and educational materials related to environmental studies and activities.
Requires some knowledge of:

Researching, analyzing, developing, interpreting, and implementing policies, procedures, and technical information specific to cultural resources

Collecting, analyzing, and organizing business and technical data

Developing, writing, and conducting presentations and speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding.

Researching, analyzing, developing, interpreting, and implementing policies, procedures, and technical information specific to cultural resources
Using computers, applications including (Word, Excel, Outlook, PowerPoint, Adobe Acrobat), or related applications and systems
Ability to:

Build, establish, and maintain effective working relationships and coalitions and negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner.

Environmental Project Planner III:
