The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.
Position Overview
The Special Education ESC and Stakeholder Support Coordinator is a key member of the Division of Stakeholder Engagement and Field Support within the Office of Special Populations and Student Supports (OSPSS) at the Texas Education Agency (TEA). The Division of Stakeholder Engagement and Field Support exists to strengthen the implementation and continuous improvement of OSPSS initiatives by partnering closely with education stakeholders and the field to ensure programs are effective, compliant, and responsive to local needs. The division advances stakeholder-centered systems by integrating data-informed decision-making and cross-functional coordination to support sustainable outcomes for students receiving special education services in Texas public school systems. This position delivers program management work to support the administration, implementation, and oversight of federal grant-funded initiatives administered by TEA, with a primary focus on Strategic Integration Liaison (SIL) and Lead SIL–supported MTSS integration and leadership efforts.
The coordinator leads innovative initiatives that apply design/systems thinking and continuous improvement methodologies to develop user-centered, data-informed solutions that enhance the effectiveness, efficiency, and coherence of statewide supports. Working with a high degree of independence, the position exercises sound judgment in navigating complex initiatives and advancing strategic priorities.
This role supports the development and execution of multiple grants, involving coordinating required submissions, maintaining comprehensive implementation plans, monitoring budgets and expenditures, and ensuring compliance with state and federal requirements. The coordinator works closely with internal TEA staff, the TEA Grants Division, and Education Service Center (ESC) partners to facilitate communication, provide technical assistance, and support timely dissemination of program guidance, updates, and best practices.
The coordinator also plays a central role in stakeholder engagement and communication by planning and facilitating virtual meetings, webinars, and collaborative workspaces. Through ongoing data collection, analysis, and reporting, the position assesses program impact, informs leadership decision-making, and supports audits and evaluations as needed.

Essential Functions

1. Strategic Integration Liaison (SIL and Lead SIL) Initiative Oversight: Provides strategic oversight and coordination for the statewide Strategic Integration Liaison (SIL) and Lead SIL initiatives. Establishes priorities, expectations, and implementation structures that guide SIL work across TEA. Primarily oversees and coordinates the work of Lead SILs, who in turn support and guide SIL implementation activities.
Serves as co-owner of grant funding supporting SIL and Lead SIL positions and drives alignment between grant purposes, agency priorities, and system level integration goals. Coordinates across TEA offices, divisions, and ESC partners to ensure SIL efforts effectively support cross agency integration, executive leadership engagement, and implementation readiness for students with disabilities.
2. Communication Coordinator: Facilitates and supports virtual engagement and collaboration across internal and external stakeholders by managing and executing Zoom meetings and statewide webinars. Plans and schedules various virtual events to ensure effective communication. Maintains and organizes Microsoft Teams channels and SharePoint sites to support resource sharing, document management, and team collaboration. Ensures digital platforms are user-friendly, up-to-date, and aligned with organizational goals for accessibility and efficiency.
3. Federal Grant Oversight and Coordination: Oversee the administration, implementation, and monitoring of federal grant awards, ensuring timely and accurate submissions and alignment with TEA guidelines, appropriate use of funds, and achievement of program goals. Serves as a primary point of contact for grant-related inquiries, maintaining collaborative relationships with ESCs and TEA staff. Collaborates with finance teams to track budgets and expenditures, ensuring consistency with TEA initiatives, expectations, and performance measures. Ensures consistent and timely dissemination of program updates, policy changes, and best practices to support successful grant outcomes.
4. Data Analysis and Reporting: Manages the collection, analysis, and interpretation of program data to evaluate outcomes and inform strategic decisions. Develops timely, accurate reports for TEA leadership and ensures data integrity across systems. Provides advanced technical support and contributes to the refinement of program guidelines and procedures based on performance metrics, stakeholder feedback, and compliance requirements.
5. Team Collaboration and Quality Assurance: Works collaboratively with internal teams to align program activities with agency goals, support professional growth, and uphold high-quality performance standards. Actively contributes to the development and refinement of processes that ensure consistency, accuracy, and compliance across all program operations.
Qualifications
Minimum Qualifications
- Education: Graduation from an accredited four-year college or university
- Degree field(s): Education, educational leadership, public administration, organizational leadership, or a related field
- Experience: At least five (5) years of experience in education systems, special education, or a related field, and at least two (2)years of experience in one of the following: District level executive leadership (e.g., superintendent cabinet or senior district leadership), or A consultative or coaching role providing executive level support to superintendents or district leadership teams (e.g., systems coaching, change management, leadership development
Other Qualifications

- Knowledge of Special Education Law and effective programing for students with disabilities
- Knowledge of project/program management theories and practices; project/program costing, estimating, and scheduling; systems and procedures used to evaluate project/program performance; and local, state, and federal laws and regulations relevant to the administration of the project/program undertaken
- Skills in project/program management, scheduling, resource allocation, and budgeting; and in the use of a computer and applicable software
- Experience applying Design Thinking principles to develop user-centered solutions and drive innovation in program design or service delivery
- Familiarity with the Four Disciplines of Execution (4DX) framework, particularly in setting clear goals, tracking lead measures, maintaining a compelling scoreboard, and fostering accountability—to support strategic implementation and performance improvement
- Ability to provide leadership and motivate others, to monitor project/program status, to prepare and/or analyze project impact, to exercise sound judgment in making critical decisions, to analyze project/program-related information and develop plans to address identified issues and risk, to prepare reports and charts, to communicate effectively orally and in writing, and to oversee the work of others
