Full Job Description

Talquin Electric Cooperative, Inc. is a Member-owned, not-for-profit electric distribution cooperative headquartered in Quincy, Florida. Our service territory spans from Florida’s Gulf Coast to the Florida/Georgia state line, including portions of Tallahassee and the surrounding areas. Talquin provides services to homes and businesses across the Gadsden, Leon, Liberty, and Wakulla counties of Florida.

POSITION OVERVIEW

The Manager of Billing & Account Services is responsible for overall direction and management of the Billing & Account Services staff to achieve best results in billing, consumer accounting, capital credits, collections, information to consumers and information to other departments within the Cooperative.

KEY RESPONSIBILITIES

Perform duties in a safe, satisfactory, competent and timely manner.
Oversee and manage billing operations, rate administration, and billing systems to ensure accurate billing, operational efficiency, compliance, and effective Member account administration and service delivery.
Maintain a standard of excellent attendance and punctuality and enforce a similar standard with employees.
Exhibit and promote a strong work ethic as an example to employees.
Manage Customer Information System (CIS), settings, processes, and workflows to support effective procedures and system utilization.
Assist in Department budget preparations.
Maintain and update rate and Wholesale Power Cost Adjustment (WPCA) information related to billing calculations.
Ensure that membership records are properly entered and maintained in Customer Information System (CIS) and Financial Information System (FIS).
Ensure that CIS integrations are established and working to provide accurate data and services
across the enterprise.
Oversee capital credits processes and procedures.
Manage procedures for inactive balance collections and write-off process.
Review and manage the performance of the Cooperative’s bill print and mailing vendor.
Ensure adequate levels of printed supplies necessary for billing statements are on hand at both the printing vendor and at the Cooperative.
Abide by the Union Contracts and ensure that employees understand the responsibilities of both the employer and employee under the agreement.
Make accommodations for courier duties to be performed at the Cooperative.
Coordinate training and safety programs as needed.
Process invoices from vendors.
Maintain the Cooperative’s record retention policy and procedures and ensure the proper destruction of information is carried out each year in accordance with these policies and procedures.
Ensure that annual allocation of patronage is processed, accurate, and posted to the individual accounts of the membership that received allocation for that year in accordance with the Cooperative’s bylaws and direction of the Board of Trustees.
Develop and maintain relationships with key accounts communicating on a regular basis.
Assist with any requested duties during storm events or emergencies.
Perform other duties as assigned.

QUALIFICATIONS

Education & Experience

Must have a high school diploma or its equivalent. An Associate’s Degree or higher preferred. Education must be sufficient to enable individual to satisfactorily understand and carry out job requirements and responsibilities in an acceptable and safe manner. Requires a minimum of five (5) years of progressive experience in Business Administration, customer information systems, billing, or a similar discipline. Must possess excellent written/verbal communication, presentation, organizational and planning skills. Must have knowledge of various information services systems, as well as experience in billing, financial posting, member relations, account research or related activities. Must be a self-starter comfortable in a deadline driven environment. Requires a valid driver’s license.

Other Requirements

Must be able to pass Cooperative physical examination as well as pre-employment drug screen and background check. Must live at a primary residence located within a 30 minute drive, as determined solely by management, of any Talquin Electric office facility.
