Full Job Description

The Opportunity

Survivors of domestic violence, sexual assault, human trafficking, and child abuse don't just need services — they need a system that works for them, every time, without fail. Behind every shelter bed, every counseling session, and every advocacy intervention at The Open Door Network is a team of dedicated professionals. The Victim Services Manager is the person who leads that team.

In this role, you'll oversee the full continuum of TODN's victim-centered programs — domestic violence shelters, outreach case management, counseling and therapy services, and trauma-informed support for survivors across Kern County. You'll lead case managers, counselors, advocates, therapists, and interns, ensuring every program operates with clinical excellence, compliance integrity, and unwavering commitment to trauma-informed care.

This is a high-impact leadership role for someone who can hold both the big picture and the operational detail — someone who knows that great victim services come from great teams, and great teams come from great leadership.

What You'll Do

Lead Programs & Ensure Quality Care

Manage the daily operations of domestic violence shelters, outreach case management services, therapy programs, and victim advocacy services.
Ensure a trauma-informed, survivor-centered, culturally responsive, and strengths-based approach is consistently implemented across all client services programs.
Develop and implement systems and procedures that support the social, emotional, behavioral, and safety needs of survivors and homeless families.
Ensure programs operate effectively, ethically, and in full compliance with organizational standards, grant requirements, and applicable laws and regulations.
Ensure programs are operating within the direction of the funder.
Work closely with Director and Accounting Department to ensure budget compliance for each program and grant source.

Build & Develop Your Team

Provide direct leadership, supervision, coaching, and support to case managers, counselors, advocates, therapists, supervisors, and interns.
Recruit, interview, hire, train, supervise, and evaluate staff within the Victim Services Department.
Develop onboarding and informational training for new employees, and coordinate ongoing staff training on policies, procedures, and best practices.
Provide oversight of the MSW internship program, including university collaboration, intern onboarding, supervision coordination, and learning development.
Foster a culture of learning, accountability, mentorship, professional development, and continuous quality improvement.

Drive Compliance, Data & Outcomes

Conduct regular audits of electronic and paper client files to ensure quality assurance, compliance, and accurate documentation.
Establish and maintain employee files in accordance with agency policies and procedures.
Evaluate staff performance and program effectiveness to ensure services are high-quality, outcome-driven, and fiscally responsible.
Collaborate with the Data Department to ensure accurate collection, reporting, and analysis of program outcomes and service data.
Analyze trends and outcomes related to client services, treatment approaches, and program effectiveness to continuously improve service delivery.
Monitor and manage program budgets, expenditures, equipment, and support services within approved funding allocations.
Ensure successful implementation and oversight of new grants, contracts, and client service programs.

Provide Leadership Support & Community Partnership

Provide management-level intervention and support for client grievances, crisis situations, complaints, staff concerns, or complex client needs.
Establish and maintain collaborative relationships with community agencies, law enforcement, healthcare providers, schools, and service organizations to strengthen coordinated care and avoid duplication of services.
Represent TODN through community engagement activities, presentations, partnerships, and multidisciplinary collaborations throughout Kern County.
Participate in weekly multidisciplinary staff meetings for case consultations, safety planning, and wraparound care coordination.
Provide regular reports and monthly updates to the Director of Client Services regarding program outcomes, staffing, successes, barriers, compliance, and operational needs.
Research and assess community and client needs to support program planning, growth, and service enhancements.
Participate in organizational planning and policy development related to client eligibility, program requirements, and service delivery standards.
Ensure department goals, program milestones, deliverables, and outcomes are achieved within established timelines and budgets.
Perform other duties as assigned by the Director of Client Services.

What We're Looking For

You'll thrive in this role if you:

Hold a Master's degree in Social Work, Psychology, Human Services, or a related field.
Bring at least 4 years of leadership experience within nonprofit, social services, behavioral health, victim services, or government sectors.
Have at least 2 years of experience working with survivors of domestic violence, sexual assault, human trafficking, child abuse, trauma, and homelessness.
Have demonstrated experience overseeing multiple programs, grants, contracts, and multidisciplinary teams.
Can supervise, mentor, and develop high-performing teams within a multicultural, trauma-informed environment.
Bring extensive knowledge of community resources, victim services systems, and trauma-informed care, crisis intervention, and clinical best practices.
Are a strong communicator with excellent organizational, conflict-resolution, and relationship-building skills.
Can build consensus and navigate complex situations in a fast-paced, mission-driven environment.
Bring at least 2 years of personal stability free from domestic violence.
Hold a valid California Driver's License with an acceptable driving record, and can operate agency vehicles to travel throughout Kern County.

Pay: $78,000.00 - $90,000.00 per year
