H.O.M.E. is looking for a proven, hands-on Administrator to oversee the full operations of our licensed adult care facility serving individuals ages 18–59 with developmental disabilities and/or mental health needs. This is not an entry-level role. We need a leader who already knows what it takes to run a compliant, well-staffed, resident-centered home — and does it with excellence.
You will be responsible for everything inside those walls: the residents, the staff, the records, the compliance, and the culture. The right candidate comes certified, comes experienced, and comes ready. Bilingual in English and Spanish is strongly preferred.
Responsibilities
- Direct and manage all day-to-day facility operations, ensuring full compliance with all applicable state licensing regulations and operational standards at all times
- Oversee the development, implementation, and ongoing review of individualized care and service plans for each resident in coordination with their support network, including social workers, healthcare providers, and family members
- Hire, train, schedule, supervise, and evaluate direct care staff; maintain required staffing ratios and ensure all personnel hold current criminal record clearances and meet all mandatory training requirements before working with residents
- Serve as the facility's primary representative during all regulatory inspections, monitoring visits, and compliance reviews; respond to findings and implement corrective actions promptly and in writing
- Maintain all required facility records, resident documentation, written admission agreements, incident reports, medication logs, and compliance files — accurately, completely, and on time
- Uphold and actively protect the legal rights of all residents at all times; ensure staff are trained on resident rights and that no violations occur
- Manage and document all medication oversight protocols to ensure safety, accuracy, and zero deviation from required procedures
- Develop, maintain, and regularly test a facility emergency and disaster preparedness plan; conduct required drills on schedule and document all outcomes
- Conduct routine safety audits and environmental inspections to identify and correct hazards before they become violations
- Design and support individualized habilitation and skills-building programming that addresses each resident's goals for greater independence and community participation
- Implement and oversee behavior support protocols in a manner that is least restrictive, dignity-preserving, and fully documented
- Ensure the facility is provider-approved and in good standing with all oversight and contracting entities at all times
- Oversee facility budget, vendor management, and resource allocation to sustain efficient daily operations
- Communicate consistently and professionally with residents' families, guardians, and legal representatives
- Maintain 24-hour availability or ensure a qualified designee is on-call whenever the administrator is off-site
Experience
- Valid, active California state administrator certificate for a licensed adult residential care facility, obtained through a state-approved certification training program and written examination (required — non-negotiable)
- Certificate must be current with all continuing education requirements met and renewal up to date
- Minimum 2 years of hands-on experience as an administrator or supervisor in a licensed adult residential or community care setting
- Demonstrated knowledge of California residential care licensing standards and the ability to operate a facility in full compliance without guidance
- Direct experience working with adults with developmental disabilities, mental health conditions, or co-occurring disorders in a residential setting
- Proven ability to write, implement, and update individualized service and habilitation plans tailored to each resident's needs and goals
- Experience managing critical incident documentation and reporting obligations accurately and within required timeframes
- Thorough understanding of residents' rights and a proven track record of upholding them in a residential setting
- Experience maintaining written admission agreements, resident files, and all facility records in inspection-ready condition at all times
- Skilled in developing emergency preparedness plans and conducting required safety drills
- Proven ability to manage staff clearances, training records, and personnel documentation in compliance with all applicable standards
- Experience coordinating with outside social workers, healthcare providers, and support agencies on behalf of residents
- Strong communication, organizational, and leadership skills
- Bilingual — English and Spanish (required or strongly preferred)
- Must pass a background check and all required health screenings
- A degree in a related field is a plus, but hands-on experience and a valid administrator certificate carry more weight here
