Full Job Description

Position Summary: Under the direction of the Street Outreach Manager, the Street Outreach Supervisor is responsible for overseeing daily outreach activities, supporting staff in the field, ensuring quality service delivery, monitoring documentation and program compliance, and assisting with the coordination of services for individuals experiencing homelessness.

This position serves as the primary field supervisor for outreach staff and acts as a bridge between frontline operations and program management. The Street Outreach Supervisor provides coaching, guidance, and oversight to ensure outreach services are trauma-informed, client-centered, housing-focused, and aligned with agency and funder requirements. The Supervisor maintains an active presence in the field, assists with complex client situations, fast acting solutions, supports community partnerships, and helps ensure program goals and performance measures are achieved.

Minimal Qualifications:

Possession of an Associate's Degree in Human Services, Social Work, Sociology, Psychology, Public Health, Criminal Justice, or a related field; or three (3) years of experience working with individuals experiencing homelessness; or an equivalent combination of education, training, and experience.
Three (3) years of experience providing homeless services, outreach, case management, housing navigation, behavioral health support, or related social service work.
One (1) year of lead, supervisory, or team coordination experience preferred.
Familiarity with homelessness, mental health challenges, substance use disorders, and other barriers impacting vulnerable populations.
Knowledge of homeless service systems, housing resources, and community support services.
Knowledge of outreach engagement strategies and best practices for serving unsheltered populations.
Knowledge of trauma-informed care, harm reduction, motivational interviewing, and housing-focused service models.
Ability to work effectively with individuals from diverse backgrounds and experiences.
Strong organizational, communication, documentation, and problem-solving skills.
Ability to maintain confidentiality and exercise sound professional judgment.
Must be able to work weeknights and weekends as needed.
Possession of a valid California Driver's License and insurable driving record.

Essential Job Duties and Responsibilities:

Supervise, support, coach, and provide daily direction to assigned Street Outreach staff and volunteers.
Coordinate daily outreach schedules, assignments, coverage areas, and field activities.
Conduct field visits and accompany outreach staff to provide guidance, mentorship, and quality assurance.
Assist the Street Outreach Manager with staff training, onboarding, performance evaluations, and corrective action processes.
Monitor staff productivity, service delivery, outreach engagement efforts, and client outcomes.
Review case notes, assessments, service plans, referrals, and other documentation to ensure accuracy, timeliness, and compliance.
Ensure staff adhere to agency policies, safety procedures, confidentiality standards, and program requirements.
Provide guidance and support for complex client situations, crisis intervention, de-escalation, and community resource coordination.
Maintain an active outreach caseload when necessary and provide direct client services during staffing shortages, high-demand periods, or emergencies.
Support clients in accessing shelter, housing, healthcare, behavioral health treatment, substance use services, public benefits, identification documents, transportation, and other community resources.
Build and maintain positive working relationships with law enforcement, healthcare providers, behavioral health agencies, housing providers, local governments, nonprofit organizations, and community partners.
Participate in case conferencing, multidisciplinary team meetings, coordinated entry activities, and community collaboration efforts.
Assist with the collection, tracking, and reporting of program data, outcomes, and performance measures.
Identify service gaps, operational challenges, and opportunities for program improvement and communicate recommendations to management.
Assist in responding to community concerns, encampment-related issues, and outreach requests from partner agencies.
Ensure outreach supplies, equipment, vehicles, and resources are properly maintained and available for staff use.
Participate in emergency response efforts and special projects related to homelessness and community outreach services.
Prepare reports and provide updates regarding field operations and outreach activities as requested.
Ensure clients' rights, dignity, privacy, and confidentiality are always respected.
Perform other duties as assigned.
