Outreach Program Manager
Southeastern Pennsylvania Transportation Authority (SEPTA) Safety, Cleaning, Ownership, Partnership and Engagement (SCOPE) Outreach Program
REPORTS TO Director of Programs
SUPERVISES 14 Outreach Specialists
STATUS Full-time | Salaried | Exempt | 37.5 hours/week
COMPENSATION Up to $75,000
SCHEDULE Regular schedule + urgent escalation availability across program operating hours
WORK LOCATION Penrose-based program leadership with regular field oversight across SEPTA
TEAM MODEL Assigned to CATCH's SEPTA SCOPE program under a SEPTA service contract
PROGRAM FUNDING Full-time | Salaried | Exempt | 37.5 hours/week

Position Summary

The Outreach Program Manager leads CATCH's SEPTA SCOPE outreach program and directly manages the 14 Outreach Specialists assigned to seven two-person teams. The Manager owns staffing, supervision, field readiness, performance, operational coverage, documentation quality, incident escalation and the day-to-day SEPTA relationship. This is a true people-management role with meaningful authority and recommendations concerning hiring, scheduling, performance, discipline and employment status.
Essential Duties & Responsibilities

Recruit, select, onboard and directly supervise Outreach Specialists in partnership with Human Resources and program leadership.
Build and maintain schedules, required pair composition and backup coverage across both SEPTA shifts; respond to call-outs, lateness and coverage gaps.
Conduct individual/team supervision, field check-ins and performance coaching; complete evaluations and make corrective-action, discipline and employment recommendations as appropriate.
Serve as CATCH's primary operational SEPTA liaison, including management meetings, field escalation and timely communication regarding staffing or incidents.
Confirm employees are field-ready before deployment, including required credential/pairing, training, screening, safety, systems, equipment and driving authorization where applicable.
Review field documentation and program data for quality, timeliness and follow-through; partner with the Administrative Coordinator to close gaps.
Monitor staffing, engagements, referrals, completed handoffs, documentation quality, training compliance and other agreed program measures.
Coordinate critical-incident response, required notifications, written reporting and appropriate post-incident employee support/debriefing.
Coordinate with Human Resources, Information Technology, Fleet/Transportation, Finance, Compliance and clinical/program leadership.
Perform other related leadership duties required for successful program operation.

Qualifications

Demonstrated experience directly managing employees in human services, behavioral health, homelessness, recovery, outreach, crisis services or a comparable environment.
Experience with staffing/scheduling, performance management, coaching and operational problem-solving.
Ability to manage external-partner relationships and communicate clearly during urgent situations.
Comfort using documentation, operational data and technology to manage performance and compliance.
Ability to enter SEPTA field locations and complete applicable field-safety requirements when needed.
Ability to perform the essential functions of the position, with or without reasonable accommodation.

Schedule & Classification
The program operates Monday-Friday across a 5:00 a.m.-1:00 p.m. shift and an 11:00 a.m.-7:00 p.m. shift. The Manager is not expected to routinely work the full 5:00 a.m.-7:00 p.m. span. CATCH will establish a normal 37.5-hour schedule and expectations for urgent escalation coverage. The role is classified as salaried exempt based on its actual people-management duties; classification should be revisited if those duties materially change.
Conditions and work environment

The role is primarily office/field leadership and requires regular visits to SEPTA stations and other program locations. The Manager must complete any safety, training, screening or other field requirements that apply to the Manager's actual duties. Driving is not listed as an essential function unless the final operating model requires the Manager to operate a CATCH vehicle.
