Under the supervision of the Regional Director of Maintenance, the Regional Maintenance Supervisor is responsible for the maintenance operations including repairs, renovations, capital improvements, and maintenance associate training in the assigned portfolio. The Regional Maintenance Supervisor will focus on ensuring all maintenance teams are trained on policies and procedures, and confirming processes are maintained by all maintenance personnel. This position will work in conjunction with the Regional Manager to drive best practices and processes to ensure the portfolio's physical condition is well maintained and meets Vista Management's quality standards.

- Responsible for the general maintenance operations of assigned portfolio.
- Create and implement a preventative maintenance program and maintenance procedures at all communities to reduce costs.
- Implement safety training courses and on-going education to ensure local and state requirements are being achieved.
- Assist in the training of new maintenance staff members and follow up with progress.
- Evaluate and give direction during maintenance emergency situations at the community level. To include after hours response. Communicate situation and solutions to Vice President and Regional Manager to ensure prompt resolution.
- Oversee maintenance projects, vendor selection, contract administration, and training.
- Work with maintenance teams at all properties to ensure work orders, vacant unit turns, health and safety issues, and all other related concerns are addressed in an effective and timely manner.
- Work closely with the Regional and Community Managers, discussing maintenance issues, problems, and solutions concerning their property.
- Conduct quarterly property inspections of interior, exterior, and maintenance shops for each asset. Work with teams to resolve deficiencies.
- Consult with the Regional Manager on annual budgets and obtain bids for major repairs.
- Work with maintenance staff to adhere to annual budgets.
- Establish and oversee vendor list and/or vendor contracts.
- Prepare specifications for major planned projects, negotiate with contractors, inspect work for quality and conformance to specifications and cost requirements.

- Acts as a working Maintenance Supervisor and fills the role during open positions.
- Follow up as needed on all maintenance aspects of portfolio.
- Provide written responses in a professional timely manner.
- Keep abreast for new government regulations and restrictions concerning maintenance procedures and/or health, safety and environment. Ensure on-site employees are trained according to new requirements.
- Work closely with Regional Manager discussing employee performance reviews, promotions, hiring, and termination of employment.
- Assist in due diligence of new property acquisition to determine maintenance requirements.
- Responsible to ensure performance of safety and risk management functions are being performed onsite at all communities including “evening” lighting audits.
- Ensure compliance and readiness for inspections and site visits by banks, agencies, and other partners (REAC).
- Monitor community compliance with all Fair Housing regulations and compliance with local ordinance and laws as they relate to company or community specific guidelines in occupancy standards, demonstrating at all times firm, fair, and consistent administration of all legal and company policies and practices.
- Comply with Vista Management career apparel requirements and require compliance of maintenance associates.
- Perform other duties as assigned.
- Computer knowledge: MS Word, Excel, and Outlook; Yardi software use a plus.
- Knowledge of organizational and community policies and procedures. Ability to apply policies and procedures to solve everyday issues.
- Must have strong leadership skills, be able to work independently, and handle a project-based work load with big-picture focus.
- Knowledge of Fair Housing, Tenant Landlord laws, and OSHA regulations.
- Ability to work with people of diverse social, economic, ethnic backgrounds, and remain sensitive to issues facing veterans, homeless, disabled, elderly, family, and other diverse populations.
- Proven professional verbal and written communication skills. Create, compose, and edit written materials.
- Ability to read/ speak/ write English language proficiently.
- Effectively present information to employees, residents, and corporate personal.
- Flexible schedule to include weekends, evenings, and holidays.
- High school diploma required.
- Bachelor’s Degree in business or related field highly preferred.
- Experienced and knowledgeable of Conventional, Affordable, and Senior Housing communities regarding Multi-Family Housing.
- Previous experience must include multi-site experience, property operations, budgets, and staff supervision.
- Minimum 5-years’ experience in Property Management at a Maintenance Manager level or higher.
- Position requires 90% travel.
- HVAC, OSHA, and CPO preferred.
- Must have valid state issued driver's license with clean driving record.
- EPA approved certification preferred.
Require knowledge of computer systems and applications. Demonstrate proficiency in the use of the Internet and Internet searches. Requires basic knowledge of Yardi. Microsoft Word, Microsoft Excel, and Microsoft Outlook. Prefer prior property management software knowledge. Requires basic typing skills. Ability to use desk computers, smartphones, telephone voicemail, fax, and copy/scanning machine.
While performing the duties of this job, the employee is regularly required to talk and hear. Will be required to use hands, fingers, feel, and reach with hands to perform job tasks. This position is very active and requires standing or walking for long periods of time (up to 8 hours). In addition, the position requires bending, kneeling, stooping, crouching, crawling, and climbing all day. The employee must frequently lift and/or move items over 60 pounds with assistance. Ability to lift below waist up to 59 pounds and above waist 36 pounds. Ability to push and pullup to 120 pounds of force. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Work schedules may vary based on demands.
Working conditions are normal for a fast-paced real estate management division.- Mid to high level of stress during peak performance.
- Ability to use general maintenance tools, supplies and equipment such as, but not limited to hand tools, hammers, drills, saws, pressure washer, blowers, paint equipment, pool chemicals, ice removal equipment, ladders, landscaping equipment, sanders, and safety equipment.
- Handcarts are used to transport supplies.

Building maintenance environment, indoor/outdoor, consisting of exposure to moving mechanical parts and seasonal temperature changes ranging from freezing to extreme heat. May be exposed to high places, toxic or caustic chemicals, and risk of electrical shock. While performing the duties of this job, the employee is frequently exposed to fumes, airborne particles, dust, and other possible irritants. The noise level in the work environment and job sites can be loud. Moving mechanical parts and vibration.
