Full Job Description

Position Overview
The Program Administrator is responsible for overseeing the daily operations of a Day Program for individuals with developmental disabilities. This leadership position ensures that all services are delivered in compliance with state and federal regulations, and that the program provides high-quality, client-centered care. The Program Administrator supervises all staff, manages budgets, coordinates program activities, and reports to the Executive Director. This role also includes the development and implementation of safety protocols and client support strategies, ensuring that individuals served receive the highest standard of care.

Key Responsibilities

Program Oversight & Administration

Manage the day-to-day operations of the program, ensuring all activities align with the organization’s mission and goals.
Report regularly to the Executive Director on program services, staffing, budget status, client base changes, and any unusual occurrences or grievances.
Implement the policies and procedures approved by the Executive Director, ensuring smooth program operations and adherence to all regulations.
Supervise, train, and evaluate staff to ensure that they are providing quality services to clients and maintaining positive working relationships with families, Regional Centers, and other stakeholders.

Client Support & Safety Education

Ensure that clients receive individual care tailored to their needs, focusing on their well-being and progress, and advocate on their behalf to ensure rights are observed.
Develop and monitor safety plans and teach clients the principles of accident prevention, and hazard control in personal, home, work, and environmental settings.
Oversee the intake and assessment process for new clients, including developing and reviewing individual care plans.
Directly support clients as needed, providing guidance and hands-on support to enhance their independence and life skills.
Maintain current, accurate, and legible client records, ensuring all assessments, progress reports, and safety documentation are up to date.

Staff Management & Development

Recruit, hire, train, and supervise program staff, conducting performance reviews and providing ongoing professional development opportunities.
Ensure all staff are trained in key areas, including safety, accident prevention, client rights, and specialized techniques for working with individuals with developmental disabilities.
Provide crisis intervention and problem-solving support to staff when needed, ensuring that staff members are supported in their roles and prepared to respond to emergencies.

Financial & Resource Management

Oversee program budgets, ensuring effective use of resources while maintaining program quality and compliance.
Monitor expenditures, revenue, and funding sources to ensure financial health of the program, and present fiscal reports to the Board.
Develop and implement cost-effective strategies to enhance program delivery while staying within budgetary constraints.

Professional Development & Education

Coordinate orientation and ongoing training programs for staff, focusing on areas such as client care, safety protocols, regulatory compliance, and professional skills development.
Complete a minimum of four (4) units of continuing education annually to maintain up-to-date knowledge in the field of developmental disabilities and related regulations.
Ensure staff members complete the required training, certifications (e.g., CPR, First Aid), and all other training and certification.

Qualifications

High school diploma or equivalent with three years of experience in developmental disabilities programming required; and a minimum of one year in a leadership or supervisory role within a developmental disabilities program.
Experience in managing community-based day programs, group homes, or independent living programs for individuals with developmental disabilities.
Knowledge of regulations and best practices for serving individuals with developmental disabilities.

Certifications, Trainings and Licensing

CPR and First Aid certification required
Confidentiality
General Operations Valid California driver’s license (or as applicable).
Valid car insurance as per California law
Pass a state or federal background check
Authorized to work in the United States and meet any other regulatory requirements for serving individuals with developmental disabilities.

Skills & Abilities

Strong leadership, organizational, and supervisory skills, with the ability to manage multiple priorities and lead a diverse team.
Excellent written and verbal communication skills, including proficiency in English and the ability to interact professionally with clients, families, and external agencies.
Proficient in Microsoft Office (Word, Excel, PowerPoint, etc.) and other office software (e.g., email, word processing, spreadsheets)
Ability to maintain accurate client records.
Ability to maintain accurate staff records.
Ability to maintain accurate financial records.
Ability to maintain accurate program records.
Ability to advocate for clients and ensure their rights are respected, while managing day-to-day operations efficiently and effectively.
Ability to work flexible hours and be available via phone 24/7 for emergency support
Ability to stand, sit, and walk for extended periods, with the ability to assist clients with physical needs when necessary.
Ability to lift and carry up to 30 pounds.
Must be able to respond quickly and effectively to emergency situations.
Work environment includes regular interaction with clients, staff, families, and external agencies in a community-based program setting.
The Program Director will work 40-50 hours per week and may be required to be on-call as needed to support clients or address urgent matters.
Must be willing to work duties as assigned to ensure operations of the program.
