Full Job Description

Oversee finance functions for the FNS Enterprise Fund, including managing revenues and expenses. Prepare and administer FNS budget and monitor revenues and expenses. Analyze financial and participation data in order to recommend strategy and tactical adjustments. Supervise collection of data and submission of meal claims to state. Develop and monitor adherence to food and labor cost standards. Implement new or updated technology to enhance fiscal controls, efficiency and data system integration, and ensure accurate usage across the department. Monitor compliance with standards and regulatory requirements and act, where needed, to ensure continued compliance. Leads internal audit team to identify gaps in the overall department operation, individual team or job specific processes that contribute to meal service, revenue generation, inventory management and procurement, standard operating procedures, training, record keeping and accountability.

Essential Functions

Prepares annual operating budget for the Food & Nutrition Enterprise Monitors revenue and expenditures in accordance with approved budget. Recommends transfers or supplemental appropriations as needed to keep budget on track.
Supervises review, submission, and revision of monthly meal claims for all Food & Nutrition Provides estimated claim reimbursement revenues to Accounting for revenue accrual. Ensures compliance with MSDE and USDA meal claim regulations and maintains records for audits.
Submits agency, program, and site applications to state accountability reporting system. Maintains database of school-level meal programs, eligibility information, meal times, average daily participation and other
Prepares monthly performance statement with analysis of revenues and expenditures, participation metrics, and other key performance indicators; identifies trends and concerns with recommended solutions. Conducts special cost studies and Develops standards for food and labor costs. Analyzes central and school site operations for cost effectiveness. Establishes price structure and fiscal controls to ensure self-supporting operation.
Monitors adherence to labor model, project labor hours by site according to volume of meals served and industry standards. Recommends adjustments as
Assists procurement function in determination contract levels, projects costs based on estimated usage and future changes to operations.
Implements financial modules in school point of sale system, leads modernization or redesign projects to achieve efficiencies and integration with the primary financial system and state reporting Trains and supports staff and managers in new technology use and adherence to accountability standard operation procedures.
Leads internal audit team to identify gaps in the overall department operation, individual team or job specific processes that contribute to meal service, revenue generation, inventory management and procurement, standard operating procedures, training, record keeping and accountability.
Develops audit plan and testing controls; coordinates all operational activities and field work for team. Report results of the internal auditing team's work to leadership and address areas where team can improve for next season. Serve as official contact for external auditors and provide all documentation as requested.
Gathers data, conducts research and prepares financial reports and presentations for department.
Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Maximum Salary 140514.00

Minimum Salary 82819.00

Desired Qualifications

Bachelor's degree or equivalent experience required, Master's degree One degree must be in Business Administration or related field. Degree(s) must be from an accredited institution.
Five years' relevant experience in accounting, budgeting, data analysis, financial or food services
Experience in Food Service industry
Thorough knowledge of budgeting and accounting principles and routine practices. Ability to use statistical concepts and methods and to mathematically analyze expenditure patterns, forecast revenues, cost out various types of proposals, and to analyze computer reports for potential Familiarity with audit procedures.
Excellent data analysis skills, ability to integrate and validate data from a variety of Effective verbal and written communication and presentation skills.
Ability to prepare clear, concise and comprehensive reports and recommendations and to express finance principles and concepts to non-financial managers.
Ability to establish and maintain effective working relationships with City Schools' personnel and external agencies.
Proficient in the use of technical computer applications, including Microsoft Office Professional Suite, particularly Specific experience using Oracle Financials preferred.
