Full Job Description

Job Summary

Under Support Services Captain’s direction, is responsible for managing, supervising and directing activities in the Police Records Section and the Public Safety Communications Center. Manage the functions of the Police Communication and Records Section processes and systems to include inventory controls, grant applications, management of awarded grants, maintenance and contracts for repairs of equipment. Ensure the Support Services Division development by creating vision and goals for future operations.

Principal Duties and Responsibilities

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.

Provide administrative and organizational support to the Support Services Captain and Chief of Police concerning all aspects for the Police Records Section and Public Safety Communications Center.
Plan, direct, schedule and coordinate activities of assigned personnel.
Review and update policies and procedures; reviews and analyzes activity; identify operational and administrative deficiencies; and implement changes as appropriate.
Train and develop subordinates by providing leadership, mentoring, providing motivation and developing a positive morale environment.
Coordinate and assist with training classes for assigned personnel.
Evaluate direct subordinates through review of work performed, and performance evaluations. Work to correct deficiencies, implement corrective action and discipline measures, and facilitate award/recognition program procedures.
Plan and coordinate special projects and/or programs relevant to the Police Records Section and Public Safety Communications Center.
Oversee proper maintenance of department equipment, software and facilities.
Resolve difficult and sensitive citizen inquiries and complaints involving direct subordinates.
Assist with processing civilian applicants, including interviewing, selection and recommendations.
Review and process employee grievances.
Recommend items and adjustments to department budgeting.
Review documentation of subordinates for accuracy, completeness and adherence to department policies, procedures, regulation and/or directives.
Performs other duties as assigned.

Minimum Qualifications, Experience, and Abilities:

Education Certifications and Experience Required:

Possession of a High School diploma or equivalent with a minimum of two years of direct supervisory experience.
Possession of valid Texas Class C Driver’s License
Possession of higher education diploma, certificate and/or advanced level training from an accredited institution is preferred but not required for consideration.

Required Knowledge, Skills and Abilities:

Ability to pass an in-depth Criminal Record Check
Ability to exercise utmost discretion regarding confidential information and the dissemination of all official information
Ability to communicate effectively both orally and in writing.
Ability to establish and maintain effective working relationships with subordinates, peers, supervisors and other team members.
Ability to exercise sound judgement in evaluating situation and in making decisions.
Ability to maintain regular and predictable attendance
Ability to effectively supervise assigned staff

Machines, Tools, Equipment and Work Aids:

Computer and related software, calculator, typewriter, copier, fax machine, microfiche machine, telephone, shredder, and dictation machine.
Knowledge or ability to learn and/or understand TLETS/NLETS requirements, radio equipment and records management software.
Work requires knowledge necessary to understand advanced operational, technical, or office processes.
High School Diploma or equivalency.

Physical and Environmental Conditions

Duties are generally performed in an office setting. Some light work requiring occasional lifting objects up to 20 pounds to move objects. Must be able to sit for long periods of time. Work may also require stooping, kneeling, crouching, bending, standing, walking, pushing, and pulling.

Full time employees are eligible for the following employee benefits:

Medical: With budget approval, the City contributes 100% of the cost for employee only coverage and contributes a portion of the cost of dependent coverage.
Dental: With budget approval, the City contributes 100% of the cost for employee only coverage and contributes a portion of the cost of dependent coverage.
Vision: The employee pays 100% of the cost.
Life and Accidental Death & Dismemberment (AD&D) Coverage: With budget approval, this is a City paid benefit for employee only coverage. Terms apply.
Long Term Disability Insurance: With budget approval, this is a City paid benefit for employee only coverage. Terms apply.
Longevity: With budget approval, employees earn $4.00 per month for each complete full month of continuous service. The employee must complete one full year of employment to be eligible. Maximum benefit is $1,200 annually.
Voluntary Life Insurance: The employee may elect up to five times their base annual salary with a maximum of $250,000. Coverage for spouse and dependent children is also available for purchase. Terms apply.
Voluntary AD&D: The employee may elect up to ten times their base annual salary with a maximum of $500,000. Terms apply.
Voluntary Short-Term Disability: The employee may elect up to 60% of their base weekly salary with a maximum weekly benefit of $1,000. Terms apply.
Texas Municipal Retirement System (TMRS): This mandatory retirement plan requires each employee to contribute 7% of their gross salary to the plan and the City matches contributions 2 to 1. An employee becomes eligible to retire with 20 years of service or with five years of service at a minimum of age 60.
Optional Deferred Compensation: The employee may contribute to a 457 plan through Mission Square Retirement.
Social Security: Current rate is 6.2% for both employee and employer
Medicare: Current rate is 1.45% for both employee and employer.
Vacation – 12 days annually during first five years of employment (accrued monthly)
Sick Leave – 12 days per calendar year (accrued monthly)
Holidays – 14 holidays plus two floating day
