The Town of Dennis is seeking qualified applicants to fill a multi-faceted and fulfilling role in the field of Municipal Public Works, as the Deputy Director of Public Works. Dennis Public Works is a fast paced, service driven Department with ever-changing, multiple priorities and demands. We seek a Deputy Director who has the energy, flexibility, and foresight to excel in a hectic environment while adapting to change. The successful candidate effectively assists in managing a diverse staff and outside contractors, maintains positive public relations and communicates with tact and diplomacy with constituents, elected officials, businesses and state and federal agencies. This position is responsible for assisting the Director of Public Works in the administrative and supervisory duties pertaining to highway/grounds, cemetery, solid waste and recycling, fleet maintenance, engineering, municipal buildings, and administration. The Deputy Director provides technical support involved in the planning, directing, organizing, leadership and administration of the Public Works Department, its initiatives, and mission.
1. Plans, organizes and coordinates department activities that consist of the collection and disposal of refuse, storm water drainage systems maintenance, street construction and maintenance, landscape and fleet maintenance and repair work.
2. Assists the Director in the preparation and execution of the operating and capital budget for the Department of Public Works.
3. Assists Director in the overall direction to operational and administrative functions of the department in accordance with the Town goals and objectives, established policies and procedures.
4. Supervises the repair and maintenance of all Town-owned properties and structures including roads, park and recreation areas, solid waste and recycling facilities, buildings, cemeteries and beaches.
5. Assures proper use, maintenance and security of municipal vehicles, machinery and equipment.
6. Maintains knowledge of relevant local, state and federal laws and regulations of agencies relevant to public works functions, establishing the systems and rapport required for timely information, continued and potential funding, legal compliance and effective implementation.
7. Implements the procurement of department equipment, vehicles, materials and supplies in accordance with the State Procurement Law.
8. Assists with the recruitment, selection and training of all department employees.
9. Responds to requests for information and/or complaints from citizens.
10. Represents the Town on various local, regional and state boards, task forces, or committees.
11. Conducts research and provides input as necessary regarding short and long-term plans and projects including determining the cost of materials, equipment and labor force required.
12. Coordinates interdepartmental public work’s needs, providing departments and divisional expertise and assuring cooperation and communication both internally and with other Town departments, regional and state agencies.
13. May serve as a member of the Town’s collective bargaining team.
14. Conducts employee evaluations and makes recommendations on departmental employee actions.
15. Consults regularly with Division heads and foreman and provides advice on special projects as necessary.
16. Keeps current on OSHA safety regulations, to ensure safety procedures and practices are followed.
The minimum qualifications for the position include a Bachelor’s degree and five to seven years prior work experience with at least three years in a supervisory capacity; or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the position.
