The Assistant Project Engineers/Architects are in charge of assisting the Project Engineers/Architects in the inspection and project management work. The position functions require monitoring and inspecting the general contractor's field work to ensure compliance with approved design specifications, shop drawings, work plans, and quality control procedures. This individual will assist in assuring the successful completion of all Project construction activities and oversee that all work is performed in accordance with Contract Documents, providing particular emphasis on site construction quality and safety procedures throughout all phases on a continuous basis.

General Critical Tasks & Responsibilities:
The Assistant Project Engineer shall assist the Project Controls Specialist in the execution, monitoring, and quality assurance of document compliance processes across the program, ensuring that all project documentation meets established standards, contractual requirements, and audit readiness criteria under FEMA and AVP guidelines.
- Assist in the inspection and assessment of construction activities for compliance with applicable laws and building code requirements practiced under the supervision of a licensed Professional Engineer (PE) or Registered Architect (RA).
- Maintain an archive of the Project’s correspondence, drawings, samples, and other documentation in an accessible and organized matter, in both electronic and physical format.
- Maintain adequate records of all documents and their status and ensure that said documentation complies with Project requirements.
- Be present at the Project site at any time the General Contractor or its subcontractors are performing work on a scheduled basis. This shall possibly include work performed on weekends.
- Primavera Project Controls Expert.
- Knowledge of construction materials, methods, and procedures.
- Perform basic to complex quantity and engineering computations.
- Read and Interpret plans and specifications.
- Attend pre-construction meetings and weekly construction progress meetings.
- Assist in conducting and documenting pre-construction and progress meetings by recording comprehensive minutes, as necessary.
- Act as the Company “eyes” during each site visit.
- Assist in conducting inspection services at all phases of the Construction Project, surveying and inspecting contractors’ and subcontractors’ work, and producing the corresponding punch list of deficiencies to track and enforce the General Contractor’s quality of work while verifying for adherence to Subrecipient Agreement, construction documents, the contract, technical specifications, construction drawings, and all other required documentation.
- Notify the Resident Engineer/Architect and Project Director of actual or proposed deviations to specifications and drawings, so changes can be evaluated by the project Designer.
- Assist in the project Closeout process, and the creation of final punch list items for project completion.
- Immediately notify the designated Resident Engineer/Architect, key staff or authorized representative if any safety violations are observed and issue Stop Work Order, if necessary.
- Support tasks and assist the Resident Engineer/Architect, Professional Engineer (PE), Registered Architect (RA), Subject Matter Expert and other stakeholders in the successful achievement and completion of project site construction activity requirements.
- Assist in the preparation and review of “Change Orders”.
- Quality Control – Review of the invoicing process and payment of certifications of contractors on active projects to ensure proper submission and compliance.
- Support the Project Director by managing, reviewing, and synthesizing project information, contributing to key decision-making and strategic planning.
- Review and prepare “Change Orders”, as well as draft minutes for pre-construction meetings and presentations.
- Participate in the preparation of Project Assessment Reports through site visits, documentation of measurements, and coordination of meetings.
- Support the Project Director in reviewing plans (As-built, 65%, 95%, etc.) to ensure the contractor complies with established requirements.
- Attend administrative project meetings to review processes and ensure alignment. This includes meetings with the Oversight Director and Project Manager of the Puerto Rico Public Housing Administration (PRPHA).
- Project Assessment Report (PAR) – Assist the Project Director and the Resident Engineer in the validation of areas, documentation of damages, and preparation of the report.This Job Description shall include other duties as required but not listed here, which can serve for inspection of contractor construction activities , and as determined by the Resident Engineer/Architect, Project Director or Project Manager.
QA/QC Processes
- Procore QA/QC. Perform Quality Assurance (QA) and Quality Control (QC) reviews of all project documentation managed through Procore, ensuring completeness, accuracy, and alignment with contract requirements, approved submittals, and construction progress.
- SharePoint QA. Perform structured QA/QC validation of document control workflows within Microsoft SharePoint, ensuring proper version control, document traceability, and compliance with audit-ready standards.
- Closeout Documents Audit. Support the review and validation of Closeout Documentation packages, verifying that all required deliverables (as-builts, warranties, certifications, test reports, and punch list completion) are complete, properly documented, and compliant with FEMA and Puerto Rico Housing Administration (PRPHA) requirements.
- Audit Findings Report. Assist in the preparation, tracking, and resolution of audit findings, including identification of documentation gaps, inconsistencies, or non-compliance issues, and follow-up through closure.
- Audit Program Processes. Conduct periodic QA/QC reviews of program-level processes to ensure alignment with established SOPs, FEMA guidelines, and internal controls, identifying areas for improvement and standardization.
- Audit Invoicing Processes. Perform detailed audits of Puerto Rico Housing Administration (PRPHA) invoicing process, including validation of supporting documentation, quantities, cost breakdowns, and compliance with contract terms, FEMA eligibility requirements, and procedures.
- Audit Change Order Processes. Support QA/QC review of change order processes, ensuring proper documentation, cost justification, scope validation, and alignment with approved project controls and funding requirements.
- Audit Submittal Processes. Review and validate submittal processes, ensuring that submissions are complete, properly tracked, approved by the relevant parties, and aligned with contract documents and specifications.
- Audit Minutes & Reporting Processes. Audit meeting minutes and reporting processes, ensuring consistency, accuracy, proper documentation of decisions and action items, and alignment with project status and controls documentation.
- QA/QC Tracking & Documentation. Maintain audit logs, tracking matrices, and QA/QC checklists to ensure all documentation is organized, traceable, and readily available for internal and external audits (FEMA, COR3, Puerto Rico Housing Administration (PRPHA), or other oversight entities).
Cost Estimating (Under Supervision – Xactimate/RS Means based)
The Assistant Project Engineer shall assist the Project Controls Specialist in the preparation, validation, and analysis of cost estimates to support project controls, cost reasonableness, and compliance with FEMA Public Assistance requirements, utilizing standardized estimating tools and methodologies.
- Initial “Independent Cost Estimates” (ICE). Prepare initial independent cost estimates using Xactimate based on project scopes, site conditions, and applicable cost databases, ensuring alignment with FEMA cost reasonableness standards.
- Independent Cost Estimate Revision (ICE). Support the development and updating of cost estimate revisions, incorporating design changes, field conditions, RFIs, and updated scope definitions.
- RFI & Negotiation Cost Estimate. Assist in the preparation of cost estimates for “Request for Information” RFIs and negotiations, analyzing contractor proposals and validating quantities, unit costs, and assumptions to support fair and reasonable cost determinations.
- Cost Proposal Evaluation. Perform cost proposal evaluations, including detailed comparison between contractor submissions and independent estimates, identifying variances, inconsistencies, and potential risks.
- Quantity Take-offs & Cost Breakdown. Conduct quantity take-offs and cost breakdown analyses directly within Xactimate, ensuring proper categorization, traceability, and documentation of all estimate components.
- FEMA Cost Compliance Support. Support cost validation efforts aligned with FEMA Public Assistance requirements, including cost reasonableness, eligibility, and documentation standards.
- Cost & Schedule Coordination. Coordinate with the Project Controls Specialist to ensure cost data is consistent with project schedules, phasing, and overall project controls strategy.
- Estimate Documentation & Audit Readiness. Maintain organized records of all estimates, revisions, and supporting documentation to ensure audit readiness and compliance with program requirements.
Required / Preferred Competencies and Qualifications (technical, academic, experience, values, behaviors):
- Academic - Bachelor degree in Engineering or Architecture.
- Experience - Have between one (1) and three (3) years of experience in the construction industry (preferred).
- Good to excellent verbal and written communication language skills in Spanish and English.
- “Highly proficient in Primavera (is a must), MS Excel, MS PowerPoint, MS Word.
- Experience in SharePoint, Xactimate, RS Means and other PM software (preferred).
- Good understanding of construction drawings, reading and interpreting plans and specifications, materials, methods and procedures (preferred)
- Ability to perform basic to complex quantity, engineering computations, maintain field and office records.
