Duties Description The New York State Education Department’s Office of Special Education and Access is seeking applicants to fill the Superintendent & Coordinator of a State-Operated School (Superintendent) position at the New York State School for the Blind (NYSSB). The NYSSB is a State-operated school that serves both day and residential students with disabilities, ranging in age from five through 21. The incumbent of this position will need to be an experienced and dynamic educator with a demonstrated record of success in working with children with disabilities. Duties of this position include, but are not limited to, the following:
- Oversee, direct, and manage the five-day residential program, instructional programs, and operations of the NYSSB;
- Achieve and maintain compliance with all applicable State and federal laws and regulations, and State Education Department fiscal and programmatic policies; Maintain ongoing communication and collaboration with the State Education Department’s Office of Special Education, and other offices that have a role in the operations of NYSSB;
- Achieve and maintain compliance with all applicable federal and New York State laws and regulations, and State Education Department fiscal and programmatic policies;
- Assume a leadership role in the implementation of the Portrait of a Graduate, NY Inspires, the Portrait of a Graduate, NY Inspires, standards-based curriculum and assessment, and project-based learning and assessments;
- Foster a culture of trust, collaboration, and shared responsibility among staff, parents/families, community partners, and other stakeholders;
- Ensure the school offers opportunities for students to engage in events and activities with other area schools, programs, and BOCES;

- Ensure a safe, healthy, and supportive environment for all students and staff.
Minimum Qualifications Candidates must possess a Certificate of Qualification as a School Administrator (CSA) or a Certificate of Qualification as a School District Administrator (SDA) AND have at least five years of experience as an educator.

PREFERRED QUALIFICATIONS:
Preference may be given to candidates who have:
- Experience as a central office educational administrator;
- Strong leadership and management skills;
- The ability to work as part of a collaborative team, using supervisory and team building techniques to improve the quality and cost effectiveness of educational services;
- Knowledge of laws and regulations that govern the education of the students with disabilities;
- Experience in leading the development and implementation of curriculum and assessment; and
- Experience in the education of students who are blind or visually impaired and have multiple disabilities.
Additional Comments This will be a permanent appointment and the incumbent will serve at the discretion of the Commissioner of Education. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of certification and experience will be required at the time of interview for all candidates. Candidates are required to possess a Certificate of Qualification as a School Administrator (CSA) or a Certificate of Qualification as a School District Administrator (SDA) at the time of hire. Continued employment as a Superintendent & Coordinator State Operated Schools is dependent upon maintaining a Certificate of Qualification as a School Administrator (CSA) or a Certificate of Qualification as a School District Administrator (SDA). Failure to maintain a Certificate of Qualification as a School Administrator (CSA) or a Certificate of Qualification as a School District Administrator (SDA) will result in removal from employment.. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment. Fees associated with this process are at the applicant’s expense. Fees associated with fingerprinting do not apply if applicant’s fingerprints exist in the NYS TEACH System. This position will require 10% in-state/Statewide travel. Filling of this position is contingent upon Division of the Budget approval.
This position leads to a maximum salary of $160,911 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
