The work involves responsibility for assisting with Livingston County (County) labor relations and human resources matters; gathering, collecting, and maintaining documents and records related to employee relations; policy development, investigations; and contract negotiations. Work is performed in the office and in the field. Employee must be willing and accessible to work evenings and weekends as needed. Supervision of others is not a responsibility of this class. The work is performed under the general supervision of the Personnel Officer. A Human Resources Generalist II – Labor Relations does related work as assigned.
RESIDENCY: Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the application:

- Answers routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff;

Serves as the initial contact and liaison for intake and assessment of employee complaints;

Conducts initial interviews and gathers information for employee relations matters such as harassment allegations, work complaints, or other concerns;

Informs appropriate staff when additional investigation is required;
-
Assists County Department Heads with the interpretation of collective bargaining agreements;
-
Assists County Department Heads with employee discipline, including reviewing documentation and serving as a witness at the meeting;

Assists County Department Heads with Step 1 grievances, including reviewing documentation and serving as a witness at the meeting;

Assists County Department Heads with American with Disabilities Act (ADA) and Pregnant Workers Fairness Act (PWFA) requests, including reviewing documentation and participating in the interactive discussions;

Assists with preparation of plans, policies, documents, and reports including EEO-1, organizational charts, labor agreements, and employee handbooks;

Assists with preparation of documents and records required for contract negotiations, meetings, and negotiations with employee and labor organizations;

Conducts surveys, interviews, and other research related to human resource policies, compensation, and other labor negotiations;

Assists with the collection of information and data to assess cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances;

Organizes and performs functions for employee recognition and retention;

Conducts employee exit surveys;

Processes, tracks, and performs follow-up for County Unemployment Insurance cases;

Reviews monthly County Unemployment Insurance billing;

Processes and tracks requests for Union Leave;
-
Assists with recordkeeping related to hiring, termination, leave, transfer, and promotion;

Collects information and reports results to administration;

Maintains knowledge and understanding of laws and regulations related to Equal Employment Opportunity (EEO), collective bargaining, unions, labor relations, and human resources (ADA, PWFA, etc.); and

Performs other related duties as assigned.

PROVISIONAL APPOINTMENT NOTICE:
An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis.
