The Job

Carteret County Government is seeking a Library Community Engagement Manager to manage the Carteret County Public Library System’s programs and relationship development. The Job Description

General Statement of Duties
Performs difficult and technical work in program coordination, development, promotion, support and management duties as well as outreach and community services management for the Carteret County Library system.

Distinguishing Features of the Class
This position is responsible for the daily coordination, oversight, and management of library programs and outreach services. Work involves program development, coordination, and scheduling with library branch managers and staff as well as outreach services, relationship development and management with external organizations, agencies and the general public. Employees in this classification create, support, develop, plan, market and coordinate scheduled library programs and promotional events and establish relationships with community partners to broaden the range of library programs offered and ensure library goals and objectives are met. Work is performed under the general supervision of the Library Director and is reviewed through observation, performance measures, and public feedback for quality and effectiveness in fulfillment of library objectives as outlined by the Library Director.

Duties and Responsibilities
Essential Duties and Tasks

Collaborate with Branch Managers to create and implement a regular schedule of programs and events for each library location.
Plan, coordinate, and implement activities for library programming, special events, and system-wide events.
Promote library resources and programs to library customers and to the general public.
Establish goals in accordance with library policy and based on community need.
Maintain awareness of current library trends and developments.
Evaluate library programs using industry guidelines to identify successes as well as areas of improvement.
Compile and maintain statistical data for library programs and outreach initiatives for monthly and annual reports.
Submit monthly requests for programming supplies to ensure needed materials are available to support upcoming programs.
Assist the Library Director with the management of the Carteret County Public Library website, event calendars, and social media accounts.
Collaborate with Public Information Officer to promote system-wide public relations and programs.
Proofread and edit documents, promotional materials, and other communications to ensure accuracy and promote effectiveness.
Create and maintain programming partnerships with community-based organizations and agencies to facilitate programs and library initiatives.
Facilitate effective communications and relationships with community groups, organizations and individuals.
Demonstrate strong commitment to teamwork and the ability to work with coworkers in a pleasant manner.
Represent the library in a professional manner through outreach efforts and at community events.
Learn and understand procedures in all library departments to enhance patron service. Identify and pursue opportunities for continuous improvements to library services and program effectiveness.
Function in a strong leadership role by clearly demonstrating library values and serving as a role model for others.

Knowledge, Skills and Abilities

Knowledge of library policies and procedures; service standards; Emergency procedures and core library resources, equipment and devices including social media.
Knowledge of and/or interest in popular materials, programming and services for all age demographics.
Thorough knowledge of public library systems, principles, methods and policies, and programs and materials available.
Skilled in the use of common computer technologies, including email, the Internet, word processors, spreadsheets, desktop publishing, current operating systems and mobile applications.
Ability to engage with community partners, customers and staff in the promotion of library programs and outreach services.
Skilled in computers, internet research, and common office application software including but not limited to MS Office products, digital resources, social media platforms, recording software, etc.
Ability to be flexible and willing to work in a dynamic, busy, and continuously changing environment.
Ability to communicate effectively in both oral and written form with customers and staff and have excellent public speaking abilities.
Ability to establish and maintain a positive working relationship with a diverse community of customers and library staff and possess the ability to deal tactfully with personnel, visitors, government agencies/personnel, and the public.
Ability to work with minimal supervision, establish and maintain priorities, meet deadlines, exercise initiative and make independent decisions.
Ability to interpret and apply knowledge of policies, procedures, and professional best practices in order to assess situations, identify problems, find and implement logical solutions.
Ability and willingness to learn new technology and equipment, apply information to job duties and train others on use.
Ability to think analytically and develop new or revised procedures and workflow.
Ability to maintain accurate files, collect data and create routine reports involving the presentation of facts, data, etc.
Ability to perform a wide variety of multi-step procedures.

Physical Requirements

Work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force.
Work regularly requires standing, walking, speaking or hearing, using hands to finger, handle or feel and repetitive motions, reaching with hands and arms and frequently requires sitting, stooping, kneeling, crouching or crawling, pushing or pulling, and lifting.
Work has standard vision requirements.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
Hearing is required to perceive information at normal spoken word levels, to receive detailed information through oral communications and/or to make fine distinctions in sound.
Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
Work has no exposure to environmental conditions.
Work is generally in a moderately noisy location (e.g. business office, light traffic).

Desirable Education and Experience
Bachelor’s degree in Library Science or related field with one to three years of customer service experience in a public library or similar setting; or an equivalent combination of education and experience.
