Full Job Description

Since 1979 TRAC Services for Families has worked so that no child will have to face a life without permanency. TRAC was founded by adoptive parents and professionals and established as a volunteer staffed project of the Junior League of Pittsburgh. Today, TRAC is a full service agency that serves as the central resources for permanency information, adoption and foster family recruitment, placement of special needs children, post-permanency support, outpatient therapy, education, and referral services throughout Allegheny and its contiguous counties. Adhering to the permanency standards of the Child Welfare League of America, TRAC is a multi-service agency serving children who cannot remain with their birth families and the resource families who provide these children permanence. TRAC works with public and private agencies to implement cooperative, cost effective programs to meet the placement and post-placement needs of these children.

Basic Function
Oversight of the Outpatient Therapy Program and general management as a member of the agency’s Executive Team.

Responsibilities
1. Leadership and Supervision of Outpatient staff
a. Provide regular supervision to clinicians.
b. Provide regular supervision to clinical supervisor
c. Evaluate and measure clinical staff performances.
d. Hire and terminate clinical staff according to TRAC policies and procedures.
e. Keep staff abreast of all current therapeutic theories and best practices.
f. Assign cases to clinicians based on specialty, skill level and client need.
g. Coordinate care of other service providers to ensure family and child are receiving all necessary services to keep unit intact.
h. Ensure clinic records are up to date, accurate – and meet regulatory and insurance requirements.
i. Schedule and participate in case consultation with clinicians and psychiatrist.
j. Participate in the development and/or implementation of policies and procedures regarding the operation of the psychiatric outpatient clinic.
k. Develop and implement plan for ongoing education and training of clinicians.
l. Work closely with outpatient coordinator to ensure timely and accurate billing.
m. Liaison with other portions of the service system.

2. To work as part of the Executive Team for general management of all services.
a. Liaison to CEO
b. Problem solving with management to ensure program implementation & goals are in-line and met properly.
c. Policy development & implementation, and regular review of current policies
d. Participate in recommendations of hiring and termination of employees
e. Provide leadership and management to the organization
f. Development and implementation of New Programs and Strategic plans
g. Development and Coordination of Special Events

3. Provide peer counseling and supervision for colleagues and students.
a. Assist in personal and professional development and growth

4. Participate in training opportunities for families and professionals on local, state and national levels.
a. Attend state and national conferences for both trainings and agency networking opportunities

5. Additional responsibilities will/may be assigned as appropriate

Technical Knowledge

Proficient knowledge of health insurance and managed care systems
Understanding of treatment modalities and data driven treatment techniques such as DBT, CBT, TFCBT, TBRI and other evidence based relational focused treatment models
Understanding of Infant Mental Health and Trauma Informed perspectives
Understanding of Adoption/Foster care Regulations
Understanding of adoption issues
Proficient knowledge of MH/MR diagnoses
Knowledge of SWAN, county & child welfare systems
Basic Computer skills (All programs)

Education/Training

Master’s Degree in Social Work or a related field,
Hold current Licensure (LCSW/LPC/LMFT or comparable)
Ability to receive insurance credentialing
Act 33/34 clearances and FBI finger printing
Use of insured automobile and valid driver’s license
1st Aid/CPR Certification

Experience

7-10 years’ experience providing counseling or casework services to families. Must have 3 years supervisory experience in mental health. Experience in adoption and or foster care a plus. A combination of education and experience may be accepted as approved by the CEO.
