Job Title: Human Resource Specialist

Location: In Office-West Hempstead, New York
Job Type: Full-Time
Department: Operations
Reports To: Director of Operations

Schedule: Monday through Friday

Position Summary

The Human Resources Specialist is responsible for recruiting, interviewing, hiring, onboarding, and maintaining personnel records for non-medical home care aides and administrative staff. This position ensures compliance with Ohio Department of Aging (ODA), Ohio Department of Medicaid (ODM), PASSPORT, MyCare Ohio, Medicaid Managed Care Organizations, and agency employment requirements. The Human Resources Specialist oversees employee onboarding, pre-employment requirements, orientation, annual in-service training, credential tracking, and personnel file compliance while supporting the agency's mission of delivering quality home care services.

Essential Duties and Responsibilities

Recruit qualified non-medical home care aides and administrative personnel through job boards, recruiting platforms, referrals, career fairs, and community partnerships.
Review applications and resumes to identify qualified candidates.
Conduct phone screenings and in-person or virtual interviews for caregiver and administrative positions.
Coordinate hiring decisions with department managers.
Extend employment offers and prepare offer letters.
Complete onboarding for all newly hired caregivers and administrative staff.
Collect and verify all required pre-employment documentation prior to employment.
Coordinate and verify background checks, BCI/FBI screenings, employment eligibility verification (I-9), and other required hiring documentation.
Ensure compliance with all PASSPORT, MyCare Ohio, Medicaid Managed Care Organization, Ohio Department of Aging, Ohio Department of Medicaid, and agency hiring requirements.
Maintain complete, accurate, and audit-ready employee personnel files.
Coordinate new hire orientation for caregivers and administrative staff.
Conduct or facilitate pre-employment training and orientation for non-medical home care aides.
Ensure employees complete all required competency testing and orientation prior to client assignment.
Maintain training records and monitor completion of required annual in-service education.
Track employee certifications, annual training deadlines, background check renewals, and required employment documentation.
Notify employees and supervisors of upcoming training and credential expiration dates.
Coordinate annual in-service education and mandatory continuing education requirements.
Maintain employee compliance dashboards and reports.
Enter and maintain employee information within the electronic medical record, payroll system, and other agency software.
Collaborate with Scheduling and Operations to ensure only compliant caregivers are assigned to client cases.
Assist employees with onboarding questions, employment documentation, benefits enrollment, and agency policies.
Maintain strict confidentiality of employee records in accordance with HIPAA and employment regulations.
Participate in internal audits and regulatory reviews involving personnel records.
Assist with employee recognition, retention initiatives, and engagement activities.
Support performance evaluation processes and employee corrective action documentation as directed.
Maintain knowledge of federal, state, and agency employment regulations.
Perform other human resources and administrative duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of Ohio non-medical home care employment requirements preferred.
Understanding of PASSPORT, MyCare Ohio, Medicaid Managed Care, and Ohio Department of Aging personnel compliance requirements.
Strong interviewing and candidate evaluation skills.
Excellent organizational and time management abilities.
Strong verbal and written communication skills.
Ability to maintain strict confidentiality.
Exceptional attention to detail and documentation accuracy.
Ability to manage multiple deadlines simultaneously.
Strong customer service and interpersonal skills.
Proficiency in Microsoft Office, including Outlook, Excel, and Word.
Experience with applicant tracking systems, electronic medical records, and HR software, preferably KanTime and Viventium.

Qualifications

High school diploma or GED required.
Associate's or Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field preferred.
Minimum of two years of human resources, recruiting, or healthcare administrative experience.
Experience recruiting caregivers, home care staff, or healthcare employees preferred.

Performance Expectations

The Human Resources Specialist is expected to:

Maintain fully compliant personnel files for all employees.
Complete caregiver onboarding in a timely manner to support staffing needs.
Ensure all new hires complete orientation and pre-employment requirements prior to providing services.
Maintain accurate tracking of annual in-service education, required training, and employee credentials.
Ensure no employee provides services with expired or incomplete employment requirements.
Support successful compliance with Ohio Department of Aging, Ohio Department of Medicaid, PASSPORT, MyCare Ohio, Medicaid Managed Care Organization, and agency audits.
Maintain positive candidate and employee experiences throughout the hiring and onboarding process.
Collaborate effectively with Operations, Scheduling, Clinical, and Leadership teams to support agency growth and compliance.
