TITLE: Manager, Infrastructure Services
JOB OVERVIEW: The Manager, Infrastructure Services provides strategic and operational leadership over the organization's core technology infrastructure, including voice, data, network, data center, cloud, virtualization, and storage services. Ensures infrastructure platforms are highly available, secure, resilient, and scalable to support 24x7x365 clinical and business operations. The Manager oversees infrastructure engineering and operations, capacity and lifecycle planning, infrastructure contract management, disaster recovery, and business continuity while ensuring compliance with healthcare regulations, information security standards, and IT service management best practices. This role also serves as the organization's primary point of contact for the private cloud vendor, regularly meeting and coordinating with the vendor's leadership to align services, performance, and strategic roadmaps. Leading a team of engineers and administrators, this role serves as a key liaison between IT, clinical and business stakeholders, and external vendors, translating operational needs into reliable technology solutions that safeguard patient care and deliver measurable value to the organization.

PREREQUISITES:
Bachelor's degree in Information Systems, Computer Science, Information Technology, or a related field, required. Equivalent combination of education and experience may be considered in lieu of degree.
Experience supporting enterprise infrastructure technologies such as Microsoft Windows Server and Active Directory, VMware virtualization, enterprise storage/SAN, backup, and recovery, DNS/DHCP, and public/hybrid/private cloud platforms (e.g., Microsoft Azure), required.
Industry certifications such as ITIL® Foundation, CompTIA Network+ / Security+, Microsoft or VMware infrastructure certifications, or healthcare informatics certifications (e.g., CAHIMS/CPHIMS), strongly preferred.
QUALIFICATIONS:
Demonstrated ability to understand, analyze, and solve complex problems in a large, multi-system, multi-vendor environment.
Working knowledge of healthcare regulatory and security frameworks, including HIPAA/HITECH, and familiarity with NIST (e.g., SP 800-53, Cybersecurity Framework) and HITRUST CSF as applied to IT infrastructure.
Demonstrated experience with IT Service Management (ITSM) practices aligned to ITIL, including incident, problem, change, and configuration management as well as maintaining high-availability, mission-critical clinical systems.
Demonstrated experience planning and executing disaster recovery (DR) and business continuity (BCDR) strategies, including application tiering, backup/restore, and failover testing.
Demonstrated experience with infrastructure contract and vendor management, including negotiating, administering, and renewing hardware, software, licensing, maintenance, and service agreements, with SLA oversight, budgeting, and technology lifecycle and capacity planning.
Demonstrated ability to be self-directed, learn quickly, set priorities, produce accurate work, and function in a setting with a wide variety of duties and frequent interruptions.

PERFORMANCE RESPONSIBILITIES:
Infrastructure Operations & Reliability
Oversee daily operations, incident management, monitoring, and performance of voice, network, server, data center, cloud, virtualization, and storage infrastructure to ensure high availability of clinical and business systems.
Ensure infrastructure capacity, redundancy, patching, and lifecycle management meet service level and uptime commitments for a 24x7x365 healthcare environment.
Review and ensure the quality of system configurations, technical documentation, and change records before deployment.
Team Leadership & Development
Ensure appropriate staffing coverage, training, performance oversight, and professional development of Information Technology staff, including contract and consulting personnel.
Coordinate the activities of infrastructure staff using resource management tools to meet customer and project needs and set and monitor productivity aligned with departmental and organizational objectives.
Promote a positive team culture focused on accountability, innovation, and high-quality service delivery.
Project & Change Management
Provide leadership and direction for the planning, execution, and successful delivery of infrastructure projects, upgrades, and migrations.
Perform project analysis including cost/benefit analysis, system specifications, work plans, task lists, estimated effort, and target dates; ensure work is completed to standards, on time, and within budget.
Champion structured change and configuration management to minimize risk and disruption to clinical operations.
Security, Privacy & Compliance
Maintain the security of the data center, systems, and information; enforce least-privilege access, strong authentication, encryption, and audit logging in accordance with HIPAA/HITECH and organizational policy.
Ensure infrastructure controls align with recognized frameworks such as NIST and HITRUST CSF and promptly report any compromise of security or information to the CIO/CISO.
Follow organization and department policies related to security and confidential information, ensuring reports, data, and devices are appropriately accessed and protected.
Disaster Recovery & Business Continuity
Develop, maintain, and test disaster recovery and business continuity plans for infrastructure services, including application tiering, backup/restore, replication, and failover to safeguard continuity of patient care.
Coordinate resiliency improvements and periodic recovery exercises, documenting results, and remediation actions.
Contract & Vendor Management
Own infrastructure contract management, including negotiation, administration, tracking, and timely renewal of hardware, software, licensing, maintenance, warranty, and managed-service agreements to ensure continuity of service and cost effectiveness.
Maintain an accurate inventory of infrastructure contracts and service level agreements (SLAs), monitor vendor performance and obligations, and coordinate with Supply Chain, Finance, and Legal on procurement and contract terms.
Serve as the organization's primary point of contact for the private cloud vendor, building and maintaining a strong working relationship and regularly meeting and coordinating with the vendor's leadership.
Align the private cloud vendor's services, performance, capacity, and strategic roadmap with organizational priorities, escalating and resolving issues that affect availability, security, or cost.
Partner with vendors and industry peers to stay informed of best practices, emerging technologies, and evolving healthcare IT trends.
Governance, Communication & Continuous Improvement
Participate in IT and enterprise governance structures and in policy and program decisions, reviewing departmental policies and procedures at least annually and revising, as necessary.
Keep the CTO informed of work status through periodic updates and time estimates, and promptly escalate problems, unexpected tasks, and missed targets with recommended solutions.
Maintain up-to-date knowledge of infrastructure technologies, healthcare industry trends, and regulatory requirements through regular review of literature and participation in professional development opportunities.
