POSITION SUMMARY:
The Senior Benefits Administrator effectively manages the benefit programs of the Archdiocese of San Francisco, ensuring competitive benefit packages to support our employees’ health objectives, while working collaboratively with senior leadership and vendors to develop, design and modify benefit plans and policies to support the Archdiocesan health, welfare and safety goals while serving as a resource as it relates to benefits policy interpretation, procedures and processes.
ESSENTIAL JOB RESPONSIBILITIES / DUTIES:
- Provides day-to-day administration of benefits plans in compliance with Federal and State requirements. Programs include medical, dental, vision, life insurance, 403(b), pension, flexible spending accounts, health reimbursement, short- and long-term disability, wellness, employee assistance program, leaves of absence and workers compensation.
- Effectively manages the Archdiocesan Leave of Absence programs (Federal and CA State). Provides employees and administrators with up-to-date information and eligibility criteria regarding FMLA/CFRA, SDI, CPFL, SF PPL and company leave programs. To include reviewing and completing EDD notices, State Disability Insurance (SDI) & Paid Family Leave (PFL).
- Processes all leave requests, tracks required forms and supporting documents and closely monitors employee return dates. Works closely with the Archdiocesan sites to return employees to work. Manages accommodation requests if needed.
- Handles enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, QDROs, QMCSOs, distributions, loans, hardships and compliance testing.
- Effectively manages all aspects of the San Francisco Health Care Securities Ordinance (HCSO) program for the locations within San Francisco County, to include submission of quarterly contributions and ensuring payment to the City of San Francisco are processed accurately. Annually complete the San Francisco Employer Annual Reporting Form for the Archdiocese.
- Work closely with third party and location administrators to process Qualified Life Events. Includes reviewing proper documentation, approving the changes and submission of deduction changes.
- Oversee and ensure the accurate and timely processing of all monthly health and welfare billing and ensures carrier payment for all group plans.
- Works with the workers compensation carrier and broker to develop and administer workers compensation reporting and claim management systems.
- Effectively manages the Archdiocesan workers compensation program, claims monitoring or filing, follows-up with insurance companies, return-to-work programs, and OSHA reporting for the Archdiocese.
- Participates in quarterly workers’ compensation claims reviews and provides semi-monthly updates to the Director of Human Resources.
- Manages the ACA process and reviews employee information for health insurance eligibility on a daily, monthly and yearly basis. Reviews for possible penalties.
- Effectively collaborates with the payroll vendor annually to issue the 1095-C forms.
- Processes all requested retirement paperwork ensuring accuracy for retired employees.
- Works with our outside vendor regarding employee retirement issues. Researches and makes inquiries on behalf of the employee or the vendor, ensuring accuracy and correctness on all documents.
- Approves monthly retirement lump sum and annuity pension payments.
- Provides training to location administrators for benefits knowledge, processes, and ADSF procedures and how to utilize the on-line BAS benefit system.
- Prepares and conducts all annual employee benefit information presentations, trainings and enrollments as needed and conducts benefits orientation for 150 site administrators, principals, HR managers and Priests when requested.
- Oversees the 403(b) Retirement Plan and participates in the 403(b) committee. Works with the fiduciary to schedule meetings and to ensure minutes are taken and distributed.
- Partners with the Director of Safety and Emergency Preparedness (DSEP) to coordinate safety committees at the various Archdiocesan locations to include the Pastoral Center.
- Works with the Director of Human Resources and the CFO to effectively manage annual benefit renewal negotiations with the RETA Trust.
- Partners with the Director of Human Resources to provide detailed benefits information in preparation for collective bargaining agreement negotiations on a tri-annual basis.
- Researches and regularly updates the Human Resources team on state and federal health and welfare compliance requirements and laws to include all state and federal mandated leaves of absence, Cal OSHA safety and security requirements in addition to pension and retirement program legislation.
- All other duties as assigned by the Director of Human Resources.
QUALIFICATIONS:
- Minimum of five (5) years of employee benefits administration required with leave administration and Workers Compensation benefits preferred.
- Bachelor’s degree in human resources, business, finance or a related field, or equivalent work experience preferred
- Demonstrated working knowledge of Federal and State laws and programs including, but not limited to FMLA, California PFL/SDI, as well as San Francisco, San Mateo and Marin County ordinances and leaves, as well as San Francisco HCSO program in addition to COBRA, ERISA, and HIPAA.
- Must have full understanding of the Affordable Care Act (ACA) the look back period, and benefit eligibility.
- Strong knowledge of ADA guidelines and the interactive accommodation process
- Previous risk management and safety experience is preferred.
- Strong verbal and written communication skills.
- Strong previous customer service experience with internal and external individuals.
- Advanced proficiency and experience with Microsoft Office (Word, Excel, PowerPoint, Outlook) is required. Previous v-look up and Google Suite experience is preferred.
- Must have demonstrated ability to work independently in a dynamic office environment, including ability to handle multiple or changing priorities, and urgent requests.
- Demonstrated ability to maintain confidentiality.
- Attention to detail, accuracy and excellent follow-through.
- Demonstrated ability to identify and resolve problems in a timely manner.
- Versed in dealing with complex and high intensity situations in a professional manner.
- Able to prioritize and plan work activities, while using time efficiently and developing realistic action plans.
- Advanced proficiency with integrated HR/Payroll systems. ADP Workforce Now and Paylocity platform experience is a plus.
- Practicing Catholic in good standing with the Church preferred.
- Previous religious non-profit experience is a plus
- SHRM-CP/SPC certified is a plus
- CPR certified is plus.
- A valid California Driver License as this position may require travel to locations within San Francisco, San Mateo and Marin County.

Pay Range:
$85,000-$125,000 annually
