OVERVIEW:

The AOT Program Director provides strategic, clinical, and operational leadership for Lead4Life's Assisted Outpatient Treatment (AOT) Program. This position carries ultimate accountability for programmatic integrity, regulatory compliance, staff performance, and participant outcomes across all phases of the AOT continuum. The Director is responsible for ensuring full compliance with Maryland Code of Maryland Regulations (COMAR) 10.21.20 governing Assisted Outpatient Treatment, COMAR 10.21.17 governing Residential and Community-Based Services, and COMAR 10.63 governing Behavioral Health Administrative Services Organization (BHASA) functions.

The Director manages contractual obligations with the Maryland Behavioral Health Administration (BHA) and serves as the primary organizational liaison to circuit courts, hospitals, law enforcement agencies, and community mental health partners. This role is central to Lead4Life's mission of delivering compassionate, evidence-based, community-centered behavioral health services to individuals with serious mental illness (SMI) who are most at risk of harm without structured treatment support.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provide comprehensive programmatic oversight of all AOT services, ensuring alignment with Maryland COMAR 10.21.20 standards for court-ordered outpatient mental health treatment, including participant eligibility, petition processes, and treatment plan requirements.
Supervise, evaluate, and support all AOT program staff including Case Managers, Care Coordinators, Peer Recovery Specialists, Court Liaisons, Housing and Employment Specialists, Life Coaches, Administrative Support, and Transportation personnel.
Develop and manage the AOT program budget, including grant allocations, Medicaid billing revenue, and state contract funds; prepare financial reports and projections for executive leadership on a quarterly basis.
Lead quality assurance and performance improvement (QAPI) initiatives, including regular audits of clinical documentation, court compliance records, and participant service plans to ensure adherence to COMAR 10.21.20 and Lead4Life internal policies.
Serve as the primary court liaison at the executive level, coordinating with circuit court judges, public defenders, State's Attorneys, and court-appointed clinicians regarding AOT petition filings, compliance hearings, and program updates.
Oversee timely and accurate data collection and reporting to the Maryland Department of Health (MDH) / Behavioral Health Administration (BHA) as required under state AOT program contracts, including outcome metrics, enrollment statistics, and compliance rates.
Develop and sustain community partnerships with hospitals, emergency departments, law enforcement, housing providers, Federally Qualified Health Centers (FQHCs), and peer support organizations to facilitate warm transitions and comprehensive care.
Draft, implement, and revise AOT program policies and procedures in accordance with COMAR 10.21.20, HIPAA, the Maryland Health-General Article §10-809, and Lead4Life's organizational standards.
Lead staff hiring, onboarding, training, and professional development efforts; facilitate regular clinical supervision, team meetings, and interdisciplinary case conferences.
Design and implement crisis response protocols for AOT participants at imminent risk, including coordination with Mobile Crisis Teams, psychiatric emergency services, and inpatient facilities.
Conduct and coordinate compliance audits, accreditation readiness activities, and external program reviews; respond to audit findings with corrective action plans within required timeframes.
Engage key stakeholders including family members, advocacy organizations, and community leaders to promote understanding of and support for the AOT program's mission and outcomes.
Monitor legislative and regulatory developments in Maryland behavioral health law, advising leadership on implications for AOT program operations and required policy adjustments.
Facilitate interdisciplinary treatment team meetings and ensure individualized treatment plans are developed, reviewed, and updated in accordance with COMAR 10.21.20 timelines.
Represent Lead4Life at regional and statewide behavioral health coalitions, conferences, and collaborative planning tables as an ambassador for AOT best practices and community-based care.

The AOT Program Director must be able to perform the essential functions of this position with or without reasonable accommodation in accordance with the Americans with Disabilities Act (ADA) and applicable Maryland state law. This position operates primarily in an office-based environment at Lead4Life's administrative headquarters, with regular travel required to circuit courthouses, partner agency sites, community locations, and state agency offices throughout the program's service area. The Director may be exposed to emotionally challenging situations involving individuals in psychiatric crisis, and must maintain professional composure and trauma-informed practice at all times. Evening and weekend availability may be required for crisis response, court hearings, or community engagement activities. Reliable personal transportation is required.

Pay: $75,000.00 - $90,000.00 per year
