Behavioral Health Coordinator

Single Point of Access Program Associate
Broome County Mental Health Department (BCMHD)
Binghamton, New York - Onsite
Nonexempt, Full-Time: 40 hours
Compensation: $54,000 to $56,000/year

Are you passionate about behavioral health, mental health services, and improving access to care for individuals and families in your community? Coordinated Care Services, Inc. (CCSI) is seeking a Single Point of Access (SPOA) Program Associate to support the Broome County Mental Health Department's coordinated referral and service access system.

This position plays a critical role in connecting individuals with appropriate behavioral health, mental health, developmental disability, and community-based services. The ideal candidate will have experience working with individuals with Serious Mental Illness (SMI), Serious Emotional Disturbance (SED), Co-Occurring Disorders, or Intellectual and Developmental Disabilities (I/DD).

This is an exciting opportunity for professionals with backgrounds in behavioral health, mental health care coordination, social services, case management, program administration, care management, or human services.

About the Role

The SPOA Program Associate is responsible for managing referrals, coordinating service access, facilitating multidisciplinary review processes, monitoring outcomes, and supporting behavioral health system initiatives throughout Broome County.

Working closely with county leadership, service providers, and community stakeholders, you will help ensure individuals receive timely access to appropriate mental health and support services.

This position is employed by CCSI and works directly on behalf of the Broome County Mental Health Department (BCMHD).

Key Responsibilities

Referral Coordination & Case Tracking

Receive, review, process, and monitor SPOA referrals.
Triage referrals and coordinate appropriate service placement.
Track referral status, outcomes, service utilization, and program performance.
Maintain accurate records and documentation in compliance with program requirements.

Program Administration & Oversight

Develop and maintain systems for tracking referrals, service availability, utilization, and waitlists.
Monitor service utilization and implement quality assurance processes.
Support ongoing program development and continuous improvement initiatives.
Maintain compliance with county, state, and organizational requirements.

Meeting Facilitation & Stakeholder Collaboration

Coordinate, attend, and assist in facilitating SPOA Committee meetings.
Collaborate with behavioral health providers, county departments, and community agencies.
Support cross-functional planning and interdepartmental initiatives.
Communicate with referral sources regarding application status and referral processes.

Reporting & Data Management

Prepare reports, metrics, and program updates for BCMHD leadership and stakeholders.
Monitor trends and support data-informed decision-making.
Maintain project documentation and records as assigned.

Additional Responsibilities

Travel within the community as needed to fulfill program responsibilities.
Perform other duties as assigned.

Required Qualifications

Education & Experience

Bachelor's degree in Human Services, Social Work, Psychology, Mental Health Counseling, Public Health, Human Development, or a related field and at least three (3) years of relevant experience, including work with:

Adults with Serious Mental Illness (SMI)
Children and families with Serious Emotional Disturbance (SED)
Individuals with Co-Occurring Mental Health and Substance Use Disorders
Individuals with Intellectual and Developmental Disabilities (I/DD)

Or equivalent education and work experience.

Preferred Qualifications

Current New York State licensure as one of the following:

Qualified Mental Health Staff Person (QMHSP)
Non-Physician Licensed Behavioral Health Practitioner (NP-LBHP)
Licensed Practitioner of the Healing Arts (LPHA)

Desired Skills & Competencies:

Behavioral health and mental health systems knowledge
Care coordination and care management experience

Utilization review and program monitoring
Community resource navigation
Data tracking and report preparation
Meeting facilitation and stakeholder engagement
Strong organizational and communication skills
Ability to manage multiple priorities in a fast-paced environment
Knowledge of New York State behavioral health service systems preferred

Satisfactorily complete required background screenings required for specificity of role. This will include, but is not limited to, Broome County Security background check.
