JOB SUMMARY

The Program Manager for the Supportive Crisis Stabilization Center provides administrative oversight to the dually certified OMH/OASAS crisis facility. The CSC is a 24-7-365 program for individuals in Mental Health/Substance Use Disorder (MH/SUD) crisis situations. The CSC will provide immediate, therapeutic support by certified peers and licensed behavioral health professionals.

The Program Manager supervises a multidisciplinary team of staff and directs all aspects of the client stay through triage, screening, assessment, interventions, discharge planning and follow-up services. The Program Manager will oversee compliance of center operations, oversee the schedule and supervision of staff, and ensure quality services utilizing a person-centered approach for all individuals.

DUTIES AND RESPONSIBILITIES

Manage daily operations for a certified Supportive Crisis Stabilization Center supporting individuals with MH/SUD challenges.
Oversee all stages of client access to center (intake, assessments, treatment plan development, referrals, discharge).
Oversee/conduct clinical assessments and implement therapeutic models for crisis intervention.
Ensure OMH and OASAS regulatory requirements for certification are followed.
Ensure MHAST policies and procedures are implemented and followed.
Review documentation of client services for accuracy and compliance.
Compile reports necessary for data collection and program evaluation.
Create a staffing schedule to meet the needs of the 24/7 center operation.
Supervise all staff, to include disciplinary action and performance evaluations (Peer Specialist, CASAC, RN/LPN, LMSW/LCSW, Care Coordinator).
Interview, hire, and train stabilization center staff.
Conduct staff meetings.
Ensure overall cleanliness and maintenance of the facility, ensuring sufficient supplies and inventory for operations.
Ensure a welcoming, calming, safe, and secure environment in the center for clients and staff.
Participate in community/networking meetings and promote the stabilization center at community events.
Collaborate with other MHAST program staff to provide continuity of care to clients upon discharge.
Collaborate with community partners and agencies that play a role in the stabilization center (law enforcement, healthcare providers, mental health services, addiction services, transportation services, etc.).
Collaborate with family members, caregivers, and service providers of the clients.
Attend agency staff meetings and trainings.
Cooperate with audits, inspections, and investigations.
Flexibility to potentially cover shifts in the event of call-ins or scheduling issues.
On-call availability for the center.

KNOWLEDGE/SKILLS/ABILITIES

Knowledge of MH/SUD issues facing individuals in the community.
Ability to handle crisis situations, traumatic events, or sensitive circumstances, support and advocate for individuals in crisis.
Knowledge of community resources, services, and systems to assist individuals with Social Determinants of Health (SDOH) needs.
Understanding and sensitivity to support a diverse client population (race, religion, gender identity, sexual orientation, ethnicity, etc.).
Trauma Informed Care Training.
Knowledge of EMR/EHR systems.
Knowledge of Medicaid/MCO billing.
Knowledge of OMH and OASAS Regulations.
Knowledge of Microsoft Office Suite (Excel, Word, Teams, etc.).
Excellent organizational skills; detail-oriented.
Excellent communication skills (verbal and written).

WORKING CONDITIONS

Crisis center facility, office environment.
Some exposure to cleaners and chemicals is expected.
Physical requirements include walking, bending, standing, climbing stairs, and lifting (light/medium—up to 50 pounds).
Travel may be required for trainings/meetings or between MHAST locations.
May need to work a flexible schedule depending on staffing needs.
On-call designation.
