Full Job Description

POSITION SUMMARY

The Independent Living Advocate provides individualized and group-based services to people with disabilities in support of DCIL’s mission to promote independence, inclusion, and self-determination. Core services include information and referral, self and systems advocacy, independent living skills training, education, and representative payee management.

The Independent Living Advocate collaborates with consumers to set and achieve goals, maintain accurate documentation, and support transitions to community living. They also assist with DCIL’s social, recreational, and educational programming to encourage community engagement.

The Independent Living Advocate requires knowledge of cross disabilities, effective communication, and strong interpersonal skills to work with consumers, families, staff, and community partners. This position requires the ability to ensure service continuity, coordinate resources, and provide appropriate follow-up after goals are achieved. The Advocate must also demonstrate effective oral and written communication skills, uphold confidentiality, and embody the Independent Living philosophy, including an understanding of its history, the disability rights movement, and the Americans with Disabilities Act (ADA).

QUALIFICATIONS

1. Two-year degree in Human Service (or a related field) or two years of experience working with individuals with disabilities.

2. Effective communication, organizational, and interpersonal skills.

3. Ability to maintain accurate records and manage multiple priorities.

4. Familiarity with the Independent Living philosophy and disability rights movement.

5. Knowledge of Medicaid, Medicare, Social Security programs, and community resources preferred.

SUPERVISORY RELATIONSHIPS

Reports to the Independent Living Program Director.

SUPERVISORY AUTHORITY

No supervisory authority.

ESSENTIAL DUTIES & RESPONSIBILITIES

1. Maintain a strong understanding of DCIL’s mission, Independent Living philosophy, and all DCIL programs and services.

2. Conduct intakes, determine eligibility, and assist consumers in developing Independent Living Plans (ILPs) with individualized goals.

3. Provide Representative Payee services to consumers following Social Security Administration (SSA) guidelines and agency policy.

4. Educate consumers on their rights and the Client Assistance Program (CAP) during intake.

5. Maintain accurate and up-to-date consumer records, documenting all services, contacts, and community activities within DCIL’s database per policy.

6. Provide information, support, and independent living skills training that promotes self-advocacy, choice, and control.

7. Facilitate referrals to community agencies and ensure coordination of services.

8. Plan, coordinate, and implement social and recreational activities for consumers and community members.

9. Conduct outreach and represent DCIL at community events, strengthening relationships with local organizations and partners.

10. Develop and maintain collaborative relationships with other service providers, agencies, and community programs.

11. Facilitate or assist with Independent Living and disability-related educational classes, including Drivers’ Permit preparation and other skills training.

12. Publish and distribute DCIL’s monthly consumer activity calendar.

13. Participate in systems advocacy efforts, legislative initiatives, and community education that promote disability rights.

14. Submit required reports and documentation to the Program Director in a timely and accurate manner.

15. Travel as needed to meet consumer and program needs across DCIL’s 18-county service area.

16. Complete all additional duties as assigned by the Program Director or Executive Director.

OTHER JOB FUNCTIONS

1. Participate in supervision and staff meetings as scheduled.

2. Attend professional development and in-service training to maintain and enhance skills.

3. Maintain confidentiality and adhere to all DCIL policies and procedures.

4. Maintain updated knowledge of community resources and service providers.

5. Participate in annual performance evaluations and contribute to DCIL’s annual work plan.

6. Maintain a clean and professional work environment and represent DCIL with professionalism and integrity.

7. Demonstrate proficiency with Microsoft Office, QuickBooks, and DCIL’s database system (CIL Suite).

WORKING REQUIREMENTS AND CONDITIONS

1. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential duties of this position.

2. DCIL is a fragrance-free work environment.

3. Quiet to moderate noise level in work environment.

4. Duties will be performed in a variety of settings such as in the office, community, consumer homes, and throughout the service area.

5. Required to talk, hear, and have specific vision abilities, such as close vision, distance vision, and ability to adjust focus.

6. Must be able to lift or transfer a minimum of 50 pounds.

7. Frequently required to sit, stand, walk, reach with arms and hands, climb/balance, stoop, kneel or crouch.

8. Travel is required.

9. Occasional work outside of core business hours will be required.

10. 90 to 180 day probationary period.

11. Job position is contingent upon funding.

12. Employment is contingent upon an initial criminal record/background check and ongoing checks throughout employment.
