Full Job Description

POSITION TITLE: Housing Inspector
DEPARTMENT: Property Management
FLSA STATUS: Non-Exempt (Hourly) – 40-60 hours/month, year-round
SALARY RANGE: $26.67-$33.33 per hour; BCHA contributes 11.12% for employee retirement. Employee benefits include: Medical insurance, Life insurance, Long Term Disability, vacation and sick time accrues with years employed

POSITION SUMMARY

The Housing Inspector is responsible for conducting housing inspections for the Burleigh County Housing Authority's Public Housing and Housing Choice Voucher programs in accordance with HUD regulations and standards. This position ensures all BCHA properties and voucher program units meet federal, state, and local housing quality and safety requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Inspection Functions:

· Conduct annual inspections for all Public Housing units in accordance with HUD requirements

· Perform inspections for Housing Choice Voucher program units

· Conduct move-in and move-out inspections for Public Housing units

· Perform special inspections as requested by property management or HUD

· Evaluate units against NSPIRE (National Standards for the Physical Inspection of Real Estate) protocols

· Identify life-threatening and non-life-threatening deficiencies

Documentation and Reporting:

· Complete detailed inspection reports documenting all findings, deficiencies, and compliance status

· Photograph deficiencies and unit conditions for documentation

· Submit inspection reports to property management and HCV program staff within required timeframes

· Maintain accurate records of all inspections conducted

· Track re-inspections and correction of deficiencies

· Generate inspection statistics and reports for management and HUD

Follow-Up and Compliance:

· Schedule and conduct re-inspections to verify correction of deficiencies

· Follow up with property owners, landlords, and tenants regarding required repairs

· Enter work orders and coordinate with maintenance staff on Public Housing repair priorities

· Document failed inspections and enforcement actions for HCV program

· Ensure compliance with HUD's 24-hour requirement for life-threatening deficiencies

Communication and Coordination:

· Communicate inspection findings professionally with tenants, landlords, and property owners

· Provide technical guidance on requirements and correction procedures

· Coordinate inspection schedules with tenants and property owners

· Respond to tenant and landlord inquiries regarding inspection processes

· Attend meetings and trainings as required

Administrative Duties:

· Maintain inspection equipment and supplies

· Update knowledge of HUD regulations, standards, and NSPIRE protocols

· Assist with preparation for HUD/REAC inspections

· Perform other duties as assigned by supervisor

MINIMUM QUALIFICATIONS

Education:

· High school diploma or GED required

· Associate degree in construction, property management, or related field preferred

Experience:

· 1-2 years experience in housing inspections, property maintenance, construction, or related field preferred

· Knowledge of residential building systems (plumbing, electrical, HVAC) preferred

· Experience with HUD housing programs or NSPIRE inspections preferred

Knowledge, Skills, and Abilities:

· Knowledge of residential construction standards and building codes

· Understanding of HUD NSPIRE Standards and NSPIRE protocols (or ability to learn)

· Ability to identify housing deficiencies and safety hazards

· Strong attention to detail and observational skills

· Excellent written and verbal communication skills

· Ability to use inspection software, digital photography, and computer systems

· Professional demeanor when interacting with tenants, landlords, and property owners

· Ability to work independently and manage time effectively

· Valid driver's license and reliable transportation

· Ability to pass background check

PHYSICAL REQUIREMENTS

· Ability to walk through residential properties, including stairs and uneven surfaces

· Ability to bend, kneel, crouch, and reach to inspect areas such as under sinks, in crawl spaces, and attics

· Ability to climb ladders to inspect roofs, attics, and high areas

· Ability to lift and carry inspection equipment (up to 25 lbs)

· Ability to work in various weather conditions when inspecting exterior areas

· Ability to tolerate exposure to dust, mold, odors, and unsanitary conditions

· Visual acuity to identify defects, hazards, and housing quality issues

WORKING CONDITIONS

· Work performed in residential properties (apartments, single-family homes) and office setting

· Regular exposure to varying property conditions, including occasionally unsanitary or unsafe environments

· Extensive local travel to inspect properties throughout service area

· Flexible schedule required to accommodate tenant and landlord availability

· Occasional evening or weekend inspections may be required

· Use of personal vehicle for travel to inspection sites (mileage reimbursement provided)

EQUIPMENT AND TOOLS USED

· Laptop/tablet with inspection software

· Digital camera for documentation

· Inspection tools (flashlight, outlet tester, moisture meter, CO detector, tape measure, ladder)

· Vehicle for travel to inspection sites – reliable vehicle, insurance (BCHA pays mileage by IRS rates)

· Personal protective equipment (safety glasses, gloves, respirator as needed)

SUPERVISION RECEIVED

Works under the supervision of the Executive Director, but works closely with other BCHA staff. Receives general direction on inspection priorities and schedules. Expected to work independently in conducting inspections and documenting findings.

PERFORMANCE EXPECTATIONS

· Complete required annual inspections within HUD timelines (target: 100% completion)

· Maintain accurate and thorough inspection documentation

· Conduct re-inspections within required timeframes

· Stay current on HUD regulations and inspection protocols

· Support BCHA's goal of achieving High Performer status under PHAS and SEMAP
