Full Job Description

OVERVIEW:

The Government Affairs Director (GAD) is the association’s chief strategist related to legislative policy and advocacy, as well as grassroots organization and advocacy. The GAD serves as coordinator for all Association activities in the legislative, governmental and political arenas as directed by the Board of Directors, Executive, Government Affairs Committees and CEO. The GAD protects the interests of association members and the real estate industry in legislative matters on the local, state and national level.

The GAD must have the ability to communicate in both the written and spoken word and be well organized. The GAD must be able to advise the CEO, Executive Committee and Government Affairs Committee on all related matters and carry forth the directives of the NDAR on governmental policy/political issues. The GAD will represent the association before all government bodies on issues relating to the association or the real estate industry at the discretion of the CEO.

The GAD must have working knowledge and experience in legislative process on local (city and county), state and federal levels. He/she will maintain a positive attitude and possess the ability to interact well with members, legislators, staff, association partners and the ability to represent the Association and real estate industry. The GAD must have the ability to display a bipartisanship posture and have philosophical comfort with private property rights. His/her understanding of a volunteer organization is important. Therefore he/she must have the ability to be alert and creative, possess the ability to work with and adapt to all types of people, and exhibit patience, perseverance and persuasiveness.

Additionally, this role takes on high level of confidentiality. The ability to be tactful and polished is a must. It is critical he/she provides a high level of follow up and attention to detail in his/her assistance to the staff. The ability to be a self-starter with a professional demeanor while working very independently is a must, along with an ability to provide assistance to the general membership as may be required.

Finally, this position requires the need for effective communications, time management, and an ability to complete defined tasks within timeframes as needed. General assistance throughout the association is, and will be required. The GAD must be flexible with respect to work schedule.

SPECIFIC COMPONENTS:

1. Constantly strives to insure the NDAR mission is followed, to: Protect the rights of individual real estate ownership and the real estate industry, Promote, support and unify its members while acting as liaison to the National Association of REALTORS®. Promote and enforce the REALTOR® Code of Ethics.

2. Provide full-time staff support to represent NDAR at the Legislature, monitor and track all industry related legislation, facilitate weekly meetings, coordinate weekly updates and voting records, prepare and organize testimony presentation, create and monitors calls to action, seek coalitions with like-minded organizations and write a final legislative report and voting record.

3. Advise the CEO, Executive Committee and Governmental Affairs Committee on all related matters and carry forth the directives of NDAR on governmental issues.

4. Represent the Association before all government bodies on issues relating to the association or the real estate industry at the discretion of the CEO.

5. Attend interim Legislative committee meetings (approximately two (2) per month.)

6. Monitor legal and regulatory issues affecting real estate and/or property rights.

7. Travel to each local board the summer/fall prior to each session to facilitate legislative roundtables: distribute info and gather input on issues.

8. Maintain legislative tracking reports/disseminate weekly reports, maintain legislative network, initiate Calls to Action.

9. Attend RPAC supported political leadership activities (approximately 10 functions annually) to build synergistic relationships with Government Leaders and Legislators.

10. Prepare agendas and minutes along with staff and leadership on all ND RPAC Trustees, RPAC Fundraising, Government Affairs and Issues Mobilization Committees.

11. Attend and provide staff support at all Government Affairs Committee Meetings, RPAC Trustees, RPAC Fundraising and Issues Mobilization Committee Meetings.

12. Work with the ND RPAC Trustees as an advisor on all political campaigns in North Dakota and assist the Chair in carrying out his/her duties.

13. Direct the dissemination of ND RPAC contribution checks to local boards for presentation to political campaigns.

14. Complete the filing of ND RPAC Financial Disclosure Reports, RPAC Registrations and lobbying reports under the oversight of the CEO.

15. Educate local board staff and ND RPAC volunteers on legal, fundraising and reporting regulations related to PAC and FEC regulations.

16. Provide training and indoctrination each election cycle to local political/legislative committees in regards to RPAC fundraising, call to action program, candidate interviews, broker involvement program, voting records and assist with analyzing local regulatory issues.

17. Follow and keep informed on Federal issues affecting the industry.

18. Monitor federal Calls to Action.

19. Assist and coordinate Federal Political Coordinators (FPC’s) activities.

20. Assist with and attend Washington DC meetings – if needed.

21. Work closely with REALTORS® Political Involvement Committee Member (RPIC)

22. Oversee collection, record-keeping, accounting and dissemination of all RPAC and PAD (Issues) contributions.

23. Use social media (Facebook, Twitter, Website) to obtain member input regarding legislative issues; promote legislative successes and efforts.

24. Increase local, legislative and community interaction to gain support for legislative issues and increase influence.

Pay: From $75,000.00 per year
