Position Summary
ND Global Consulting Services, Inc. (NDGCS) is seeking an experienced Internet/Web Engineer specializing in Microsoft 365 SharePoint to support the South Carolina Department of Public Health’s Office of Information Technology.
The selected consultant will support SCDPH’s Microsoft Office 365 Government G5 SharePoint environment and related solutions used by a statewide and remote workforce. Responsibilities include developing and configuring SharePoint sites, forms, and workflows; administering sites and permissions; supporting Power Platform and Power BI solutions; assisting users; maintaining environments; and supporting daily operational requirements.
SCDPH operates numerous interconnected systems, cloud-based workloads, and statewide locations. The consultant will help ensure that systems follow industry best practices, support strategic initiatives, comply with federal and state requirements, and maintain business continuity.
The role requires experience with government-cloud security standards, Zero Trust principles, role-based access controls, secure configuration baselines, and continuous monitoring.

The position is assigned for 40 hours per week. Remote work may be possible with agency approval; however, candidates must be available to work onsite in Cayce when required.
Candidates must also be able to work flexible hours, including outside traditional business hours, when operational or project needs require it.
Key Responsibilities
- Develop, test, modify, and deploy SharePoint sites, forms, and workflows using Microsoft Office 365 Government tools.
- Support the Office 365 Government G5 SharePoint environment used by SCDPH’s remote and statewide workforce.
- Administer and maintain SharePoint sites and subsites.
- Configure and manage SharePoint services, settings, permissions, and security.
- Manage site layouts, structures, navigation, content, quotas, and file-size limits.
- Develop and modify electronic forms and automated workflows.
- Provide SharePoint technical support and troubleshooting assistance to end users.
- Review and monitor SharePoint usage reports.
- Perform site cleanup and remove inactive or unused sites.
- Assist with Microsoft 365 Government G5 environment management, permissions, and security.
- Deploy custom-developed and third-party SharePoint solution packages.
- Support Power BI and Microsoft Power Platform solutions.
- Develop and maintain Power Apps and workflow automation using Power Automate.
- Use PowerShell to automate administrative and operational activities.
- Develop and maintain web components using CSS, HTML, JavaScript, XML, and RSS.
- Document SharePoint configurations, architectural designs, procedures, and system requirements.
- Assist in designing system architectures that align with organizational objectives.
- Create architecture diagrams and technology-navigation maps.
- Apply advanced technical and business knowledge across multiple disciplines and processes.
- Create and maintain project, technical, operational, and user-support documentation.
- Provide regular project status updates.
- Collaborate with customers and subject-matter experts during system-design and testing activities.
- Work with the assigned Microsoft 365 Solutions Manager to identify, prioritize, and schedule workloads.
- Plan, organize, review, and implement project milestones through completion.
- Evaluate existing systems and recommend appropriate technical or product solutions.
- Identify opportunities to integrate systems, streamline workflows, improve security, and reduce data-correction requirements.
- Help develop policies and procedures aligned with agency cybersecurity standards.
- Support information-risk management, data-classification, confidentiality, and protection requirements.
- Ensure solutions comply with NIST 800-53, FISMA, South Carolina information-security requirements, and SCDPH security policies.
- Follow agency IT standards, procedures, documentation requirements, and security policies.
- Assist with daily operational support across the Microsoft 365 and cloud environment.
Required Qualifications
- At least six years of professional experience with Microsoft Office 365 SharePoint.
- At least six years of experience with security and data-classification requirements related to CDC, HIPAA, and CJIS.
- At least three years of experience designing and implementing state-level public-health system architectures.
- At least six years of experience with Microsoft Active Directory.
- At least six years of experience with Microsoft Azure Power Platform.
- At least six years of experience with Power BI and Power Apps.
- At least six years of experience developing PowerShell scripts.
- At least six years of experience with CSS, HTML, JavaScript, XML, and RSS.
- Experience developing and configuring SharePoint sites, forms, workflows, permissions, and security.
- Experience administering Microsoft 365 or Office 365 Government environments.
- Experience creating technical documentation, architecture diagrams, procedures, and system configurations.
- Knowledge of Zero Trust security principles, role-based access controls, secure configuration baselines, and continuous monitoring.
- Knowledge of NIST 800-53, FISMA, and government information-security requirements.
- Ability to support cloud-based systems and users across a distributed environment.
- Strong troubleshooting, analytical, organizational, and problem-solving skills.
- Ability to work independently with limited supervision.
- Ability to respond promptly to high-priority operational requirements.
- Strong written, verbal, and interpersonal communication skills.

- Advanced experience with Microsoft Office 365 Power BI.
- Experience with Microsoft Government Community Cloud or Government G5 environments.
- Experience supporting public-health information systems.
- Experience developing solutions for a remote or geographically distributed workforce.
- Experience with SharePoint architecture, governance, migration, and lifecycle management.
- Experience deploying custom and third-party SharePoint solution packages.
- Experience creating policies and procedures for cloud security, information-risk management, and data protection.
Education
A bachelor’s or master’s degree in a relevant field is required.
An equivalent combination of applicable education and professional experience may be considered.
No professional certification is required.
