The Division of Management Services is seeking a dedicated Fraud Investigator to join our Welfare Fraud Integrity Unit in downtown Boise . This role is responsible for conducting criminal and civil investigations involving suspected fraud, waste, and abuse within public assistance programs. Your work will directly support the integrity and accountability of essential services across Idaho.

The Idaho Department of Health & Welfare is a drug-free workplace. EXAMPLE OF DUTIES:
- Conduct investigations into suspected fraud, waste, and abuse of public assistance programs.
- Analyze financial records, bank documents, medical reports, witness statements, and other evidence to determine potential violations.
- Work collaboratively with local, state, and federal law enforcement or task forces related to public assistance fraud.
- Prepare investigative reports, issue & serve subpoenas, assist prosecutors, and present evidence in court as an expert witness.
- Conduct interviews to establish nature of activity.
- Provide training to task force members and community partners on investigative practices and fraud prevention.
- Collaborate with DHW partners and share information.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. - Some knowledge of Bookkeeping. Typically gained by education covering bookkeeping practices (such as in high school or above), OR approximately 6 months of work experience performing routine bookkeeping functions. You may receive a higher score if your education, experience, and/or level of responsibility exceeds that described above. Please thoroughly describe your educational background, experience, and level of responsibility as it relates to this question.
- Good knowledge of Investigative techniques and procedures, Rules of evidence and discovery, court procedures and legal rights of citizens. Typically gained through a college degree in criminal justice, law enforcement or a related field PLUS at least one year of experience working with laws, techniques, and procedures; OR specific coursework in each of the areas listed PLUS at least three years' work experience applying each of laws, techniques, and procedures. You may receive a higher score if your education, experience, and/or level of responsibility exceeds that described above. - Experience Analyzing documents for evidence and case history to detect discrepancies and identify possible violations, conducting fact finding interviews to obtain statements and evidence from parties including suspects, victims, and witnesses to detect possible violations of the law, preparing for hearings, preparing reports and affidavits. Typically gained through at least two years of professional experience, performing the work described in ALL of the areas listed above, in a position such as a criminal fraud investigator, law enforcement investigator, insurance investigator or similar position. (Work in a court system or experience as an insurance adjuster may also qualify if it included experience in each area.) You may receive a higher score if your education, experience, and/or level of responsibility exceeds that described above. - Experience Locating and verifying assets. Typically gained through at least six months of work experience locating and verifying assets in a position such as a bookkeeper, accountant, law enforcement officer doing related investigative work or insurance adjuster. You may receive a higher score if your experience exceeds that described above. Please thoroughly describe your experience as it relates to this question.
- A valid driver's license. Must be at least 21 years of age and meet eligibility requirements to drive a state vehicle.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
- Critical thinking skills gained by evaluating circumstances, data and risk assessment. Typically gained through 1 year of experience reviewing case files and/or program data or education.
- Thoughtful interviewing and soft skills gained from conducting sensitive interactions with uncertain outcomes. Typically gained through 1 year of experience or education.
- Experience conducting investigations, interviewing, evidence collection, report writing, courtroom testimony. Typically gained through 1 year of experience or criminal justice courses.
- Understanding of Idaho rules and regulations gained through compliance, audit or investigatory work. Typically gained through 1 year of experience or education.
