Full Job Description

LEASED HOUSING COORDINATOR

Job Summary:

The Leased Housing Coordinator is an integral member of the Leased Housing Department and is responsible for administering federally and state-funded rental assistance programs, including the Housing Choice Voucher Program (Section 8) and Executive Office of Housing and Livable Communities (EOHLC) voucher programs. The position requires a high degree of professionalism, organization, confidentiality, and attention to detail in order to ensure compliance with all applicable HUD and EOHLC regulations, policies, and procedures.

Supervision Received:

The incumbent works under the general direction and supervision of the Director of Leased Housing. While considerable independence, judgment, and initiative are expected in the performance of daily responsibilities, the employee is expected to consult with the Director regarding complex, sensitive, or unusual matters involving program interpretation, compliance issues, participant disputes, or policy decisions.

Supervision Given:

The incumbent does not have regular supervisory responsibilities. However, the position may involve providing guidance, support, training assistance, or procedural direction to other staff members as needed.

Essential Duties and Responsibilities

Program Administration & Compliance

Maintain knowledge of HUD, EOHLC, and agency regulations, policies, and procedures.
Ensure compliance with all federal, state, and local program requirements.
Organize workloads to meet deadlines and reporting requirements.
Maintain accurate participant and landlord records.
Assist with implementation of new policies and program updates.

Participant & Landlord Relations

Serve as a primary contact for tenants, landlords, applicants, and the public.
Respond professionally to inquiries by phone, email, written correspondence, and in person within established timelines.
Explain program rules, responsibilities, and procedures clearly.
Build positive working relationships with landlords, tenants, and community agencies.

Annual & Interim Reexaminations

Process annual recertifications and interim reexaminations according to HUD and EOHLC guidelines.
Prepare and track notices, appointments, and verification forms.
Review and verify income, assets, expenses, household composition, and eligibility documentation.
Calculate rent portions, utility allowances, and housing assistance payments.
Investigate discrepancies and review EIV and wage match reports for unreported income or program violations.
Establish and monitor repayment agreements when required.

Eligibility & Admissions

Determine applicant eligibility for Section 8 and state voucher programs.
Review criminal background information, income eligibility, and immigration status documentation.
Process portability requests, participant moves, transfers, and household changes.

Inspections & Housing Quality Standards (HQS)

Coordinate inspection documentation and results.
Issue notices related to failed inspections, abatements, and no-shows.
Maintain HQS certifications and communicate compliance requirements to landlords and tenants.

Landlord & Contract Administration

Process rent increase requests and contract-related changes, including ownership, address, and payment updates.
Maintain accurate Housing Assistance Payment (HAP) contract records.

Enforcement & Hearings

Prepare termination documentation for program violations.
Ensure all enforcement actions comply with HUD, EOHLC, and due process requirements.
Participate in hearings and grievance proceedings as needed.

Administrative Support

Perform clerical duties including filing, scanning, data entry, purging, and document management.
Utilize housing management software and office applications to maintain records and generate reports.
Support departmental operations through additional related duties as assigned.

Experience/Skills:

Prior Housing Authority experience preferred
Bilingual in Spanish preferred
Strong interpersonal skills and professional demeanor at all times
Work professionally with people from a wide variety of cultural and socio-economic backgrounds
Work independently with minimum supervision while prioritizing workloads to meet deadlines
Take initiative to plan and complete assigned work with a high level of precision
Proactive, strategic, and detail-oriented
Identify and implement actionable steps to resolve problems
Demonstrate a high level of professional credibility and personal integrity
Work in an environment that requires maintaining confidentiality of information
Proficiency in Adobe, Word, and Excel
Effective oral and written communication skills
Ability to perform multiple tasks with a great deal of accuracy while working under pressure
Ability to adhere to filing and organizational processes and procedures
