Full Job Description

The Human Resources (HR) Director at Norfolk County is responsible for the overall management and leadership of the HR function for the county, ensuring the effective administration and coordination of human resources services for all county departments. This position will lead the development and implementation of policies and programs related to employee recruitment, retention, performance management, compensation, benefits, and employee relations. The position reports to the County Director. The HR Director plays a key role in promoting a positive, inclusive, and productive work environment.

Essential Duties and Responsibilities:

Leadership and Management:
Provide strategic leadership for the Human Resources department, ensuring alignment with county goals and objectives.
Supervise, mentor, and evaluate HR Specialist fostering a team-oriented and collaborative work environment.
Develop and implement HR policies and procedures to ensure compliance with federal, state, and local laws and regulations.
Recruitment and Staffing:
Oversee the recruitment process for all county positions, including job postings, interviews, and selection processes.
Develop strategies for attracting a diverse pool of candidates and ensure equitable hiring practices.
Manage employee onboarding and orientation to ensure smooth integration for new hires.
Employee Relations and Compliance:
Advise department heads and managers on HR-related matters, including employee relations, conflict resolution, and performance management.
Investigate and resolve employee complaints and grievances in a fair and impartial manner.
Ensure compliance with all labor laws, regulations, and collective bargaining agreements.
Compensation and Benefits:
Administer the county’s compensation and benefits programs, ensuring competitive pay and comprehensive benefits for employees.
Oversee the management of benefits administration, including health insurance, retirement plans, and wellness programs.
Performance Management:
Oversee the performance evaluation process for all employees, ensuring fair and consistent evaluations.
Work with department heads to implement performance improvement plans as necessary.
Labor Relations:
Manage relationships with labor unions.
Facilitate with Labor Council, and County Director.
Health and Safety:
Ensure a safe and healthy work environment by overseeing workplace safety programs and compliance with OSHA and ADA regulations.
Coordinate safety training and incident reporting procedures.
Recordkeeping and Reporting:
Maintain accurate HR records, including employee files, and compliance documentation.

Qualifications:

Education and Experience:
Bachelor’s degree in human resources, Business Administration, Public Administration, or a related field; SHRM certified preferred.
A minimum of 5-7 years of HR experience, with at least 3 years in a leadership or managerial role, preferably in a municipal or government setting.
Experience in labor relations, collective bargaining, and public-sector employment law is highly desirable.
Knowledge, Skills, and Abilities:
In-depth knowledge of federal, state, and local employment laws and regulations (e.g., FMLA, ADA, EEO, etc.).
Strong understanding of public sector HR practices, including compensation, benefits, and unionized environments.
Excellent interpersonal and communication skills, with the ability to build relationships with employees at all levels of the organization.
Strong organizational and time management skills, with the ability to manage multiple priorities in a fast-paced environment.
Proficiency in HR software and Microsoft Office Suite (Excel, Word, PowerPoint, etc.) and Tyler Technologies/Munis.

Physical Requirements:

Ability to sit for extended periods, use a computer, and perform general office duties.
Occasional travel to various locations and meetings.
