Full Job Description

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.

The Operations Division provides and facilitates a wide array of services for both agency employees and external customers, including building and facility management, the resolution of parental disputes involving residency status and special education hearings, grants management and compliance oversight, coordination and oversight of the District’s annual enrollment audit, management of residency investigations, and formulation for and implementation of agency-wide budget and finance activities.

The Supervisory Investigator reports to the Director of Enrollment and Residency and is an integral part of the Office of Enrollment and Residency (OER) team. OER is OSSE’s team tasked with setting consistent residency and enrollment policies and procedures for enrollment in District of Columbia public and public charter schools based on local residency laws and regulations. The Supervisory Investigator role will serve as the supervisor for the residency and enrollment investigation team.

Duties and Responsibilities

The incumbent performs a variety of duties which includes, but is not limited to, supervises subordinate investigators, provide training, guidance and coaching regarding cases. Make assignments based on case workload needs, investigator experience and abilities, and allocation of available resources in order to accomplish the goals in the most effective and efficient manner. The incumbent obtains approval or concurrence from the appropriate official when dealing with policy interpretations, advice and matters that are legally complex or when presenting sensitive issues.

Plans, organizes, conducts, and manages complex residency investigations and violations of the District of Columbia Government laws, statutes, and regulations. Responsible for investigations that are long-term, complex, and/or have District of Columbia, interregional, or nationwide scope.

Qualifications and Education

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Duration of Appointment: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
