POSITION SUMMARY:

Under the direction of the Director, the Senior Budget Management Analyst analyzes large volumes of financial, staffing, expenditure, revenue, and operational data from the districts Enterprise Resource Planning (ERP) system and related systems. The incumbent of this position supports the Director by transforming complex data into usable reports, dashboards, forecasting models, and budget formulation templates to support budget development, financial monitoring, strategic decision-making, and executive-level reporting.

Detailed Description

DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Extracts, cleans, validates, reconciles, and analyzes large datasets from the ERP system and other financial, staffing, payroll, position control, grants, and operational data sources to support budget development and monitoring;
Develops, maintains, and improves budget formulation, forecasting, variance analysis, and scenario-planning templates for use by the Director, budget staff, divisions, and schools;
Converts complex data into clear, usable reports, charts, dashboards, summaries, and executive briefing materials that identify trends, risks, anomalies, and budget impacts;
Supports budget forecasting by analyzing historical actuals, expenditure patterns, staffing trends, salary and benefit assumptions, enrollment changes, revenue projections, and other fiscal drivers;
Assists with data quality control, including identifying discrepancies, reconciling ERP data to budget files, documenting assumptions, and recommending improvements to data collection and reporting processes;
Develops repeatable, well-documented processes that improve consistency and reduce manual work;
Provides analytical support for special projects, Board requests, public information requests, Blueprint for Marylands Future reporting, school allocation analysis, position control review, grants analysis, and executive decision-making;
Collaborates with Budget, Payroll, Human Resources, Accounting, Grants, Information Technology, schools, and departments to clarify data needs, improve reporting processes, and ensure consistent use of budget data; and
Performs other duties as assigned.

Job Requirements

QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skill, and/or ability required.

Knowledge of public sector budgeting, governmental accounting concepts, and financial management practices;
Knowledge of budget formulation, budget monitoring, expenditure forecasting, basic statistical and trend analysis methods, and variance analysis;
Familiarity with ERP financial systems, budget systems, position control systems, and related reporting tools;
Knowledge of data extraction, cleaning, validation, reconciliation, and documentation practices;
Knowledge of spreadsheet modeling, database concepts, and data visualization techniques;
Knowledge of school district financial operations, including salaries, benefits, grants, unrestricted/restricted funds, school allocations, and departmental budgets;
Knowledge of internal controls, data integrity principles, and confidentiality requirements;
Advanced skills in Microsoft Excel, including formulas, pivot tables, Power Query, data modeling, and scenario analysis;
Skills in querying, extracting, and manipulating large datasets using tools such as SQL, Access, ERP reporting tools, or equivalent platforms;
Ability to translate complex financial data into clear summaries for non-technical audiences and to prepare executive-level reports, presentations, charts, and briefing materials;
Ability to work independently while exercising sound judgment in identifying data issues, fiscal trends, and reporting needs;
Ability to maintain confidentiality of sensitive financial, personnel, payroll, and budget information; and
Ability to analyze issues, shift priorities and cope with ambiguity in a fast-paced environment.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

Bachelors degree from an accredited college or university in finance, accounting, economics, data analytics, business administration, public administration, statistics, information systems, or a closely related field required; Masters degree preferred. A minimum of four (4) years of progressively responsible experience in budget analysis, financial analysis, data analytics, governmental finance, school district finance, ERP reporting, or a closely related analytical role is required. Previous public school system budgetary experience preferred.

CERTIFICATION REQUIREMENTS:

Certified Government Financial Manager, Certified Public Finance Officer, Microsoft Power BI certification, data analytics certification, project management certification, or other related certification preferred.

SUPERVISORY RESPONSIBILITIES:

No direct supervisory responsibilities.
