Full Job Description

Position Summary

The City Clerk serves as the official custodian of the City of District Heights' legislative records and is responsible for ensuring the integrity, transparency, and legal compliance of the City's legislative and administrative processes. The City Clerk provides professional support to the Mayor, City Commission, City Manager, and executive leadership by coordinating legislative activities, maintaining official municipal records, preparing meeting materials, administering records management programs, and ensuring compliance with all applicable federal, state, and local laws.

The City Clerk plays a vital role in preserving the City's legislative history, promoting open government, facilitating public access to records, and supporting effective municipal governance. This position requires exceptional organizational skills, political awareness, confidentiality, attention to detail, professionalism, and sound independent judgment.

Essential Duties and Responsibilities

Legislative Administration

● Coordinates and administers all regular, special, emergency, and work session meetings

of the City Commission.

● Assists the City Manager in preparing Commission meeting agendas.

● Reviews agenda submissions for completeness and compliance.

● Coordinates agenda publication and distribution in accordance with legal deadlines.

● Attends all Commission meetings.

● Records official proceedings.

● Prepares comprehensive meeting minutes.

● Maintains permanent legislative records.

● Publishes approved meeting minutes.

● Maintains the official legislative history of the City.

Records Management

● Serves as the official custodian of all City legislative records.

● Administers the City's records management and retention program.

● Ensures compliance with Maryland records retention requirements.

● Oversees preservation of permanent municipal records.

● Coordinates secure destruction of records according to approved retention schedules.

● Maintains both electronic and physical archives.

● Implements improvements to records management systems.

Public Information & Transparency

● Coordinates responses to Maryland Public Information Act (MPIA) requests.

● Ensures timely public access to City records.

● Maintains transparency in accordance with applicable laws.

● Provides certified copies of ordinances, resolutions, meeting minutes, and official

records.

● Responds professionally to citizen inquiries.

● Coordinates publication of all required legal notices.

● Maintains public meeting notices.

Commission & Executive Support

● Provides direct administrative support to the Mayor and City Commissioners.

● Assists the City Manager with legislative initiatives.

● Coordinates execution of official documents.

● Maintains the official City Seal.

● Prepares proclamations, certificates, and ceremonial documents.

● Coordinates appointments to City boards, commissions, and committees.

● Maintains appointment records and term expirations.

● Coordinates administration of Oaths of Office when appropriate.

Municipal Compliance

● Ensures compliance with:

○ City Charter

○ City Code

○ Maryland Open Meetings Act

○ Maryland Public Information Act

○ State records retention laws

○ Municipal legislative procedures

● Maintains current knowledge of changes affecting municipal governance.

● Advises leadership on legislative procedures and compliance requirements.

Administrative Leadership

● Performs legislative and administrative research.

● Assists departments with records requests.

● Coordinates interdepartmental legislative activities.

● Assists with municipal elections as authorized by the City Charter.

● Maintains confidentiality of sensitive information.

● Represents the City professionally when interacting with residents, businesses, elected

officials, and governmental agencies.

● Performs other duties as assigned by the City Manager.

Minimum Qualifications

● Bachelor's Degree in Public Administration, Business Administration, Political Science,

Communications, or a closely related field.

● Five (5) years of progressively responsible municipal, governmental, legislative, or

executive administrative experience.

● Experience supporting elected officials, governing boards, or executive leadership.

● Experience preparing agendas, ordinances, resolutions, and official meeting minutes.

● Knowledge of municipal records management.

● Strong written and verbal communication skills.

● Excellent organizational and customer service skills.

● Ability to exercise sound independent judgment.

● Ability to maintain confidentiality.

● Proficiency with Microsoft Office Suite and electronic records management systems.

Preferred Qualifications

● Certified Municipal Clerk (CMC)

● Master Municipal Clerk (MMC)

● Maryland Municipal Clerks Association training

● Experience using agenda management software

● Experience using electronic document management systems

● Knowledge of Robert's Rules of Order

● Knowledge of Maryland municipal government

● Experience administering public records requests
