Under the direct supervision of the Information Technology Supervisor, this position is responsible for providing general to advanced computer support to users on a variety of computer software and hardware. The computer software and hardware includes installation, upgrading and troubleshooting network servers and equipment, managing firewalls, virus prevention and detection, email system, proprietary billing and financial software. This position also provides desktop/laptop computer software and hardware support by installation, upgrades, troubleshooting problems and guiding users. Position supports servers and appliances, security projects and assists with maintaining security, compliance, and documentation. Leads and/or assists other Information Technology Technicians. This position must maintain a working knowledge of all company technology in order to recommend solutions to users. Position must represent Brookings Municipal Utilities in a professional manner. Position must maintain a very high level of attention to safety rules and policies established by Brookings Municipal Utilities. Position must support the mission statement of Brookings Municipal Utilities in serving our customers with reliable services in a prompt and courteous manner.

Assists the Information Technology Supervisor with planning and recommending purchases of a variety of computer software and hardware.

Assists with the installation, maintenance, repair, training and support of hardware and software and security projects for network – servers, appliances, VPN and VMware.

Participates in planning and implementation of complex network, server and security projects.

Performs general to advanced installation, maintenance, repair, training and support of hardware and software for user desktop/laptop machines.

Creates and maintains various databases and custom software.

Installs and supports LAN and WAN equipment including security, compliance, and documentation.

Performs configuration and troubleshooting of network equipment and communications.

Maintains, schedules, and initiates the network server hardware and software updates. Recommends schedules and performs back-up procedures to assure recovery of all files.

Researches, supports and responds to questions and concerns regarding networks, software or hardware problems for advanced and general users.

Provides training for advanced and general system users on a variety of Information Technology topics.

Performs identity management functions such as user account creation and user account maintenance.

Assists with establishing system standards.

Ensure procedures for proper licensing and maintenance of software adheres to applicable organizational policies and regulatory requirements.

Ensure information technology standards, procedures and processes are properly documented, stored, updated and managed throughout information lifecycle process.

Works within a team responsible for the overall preventative maintenance of information technology assets.

Assesses training needs and recommends company sponsored training opportunities. Attends classes or seminars as required to stay current with position objectives and requirements.

Responsible for maintaining effective communication and relations with other employees.

Performs duties in a manner consistent with safe practices.

Performs other duties as assigned.

Education and/or Experience

An Associate’s Degree or a Bachelor’s Degree in Computer Science, Information Technology, or other related field with related experience in supporting a multi-user, multi-functional data management system. An acceptable combination of education and related experience will be considered.

Skills and abilities in PC hardware maintenance, troubleshooting and repair. Considerable knowledge of Microsoft operating systems - server & desktop.

Employee must possess knowledge, skills and abilities to assist in the planning, installation, and technical support of LANS and WANS. Considerable knowledge of Microsoft Windows operating systems and Microsoft Office. Must possess Internet skills including prior experience with email systems and browsers.

Employee must possess a working knowledge of servers and personal computers and networks. Knowledge of or the ability to learn established software applications and uses. Ability to plan and organize complex work, review and analyze data, and to solve complex technical problems.
Language Skills

Ability to read and comprehend simple to complex instructions, short correspondence, and memos.
Certification, Testing and Examination

Possession of a valid driver’s license.

Other such testing as deemed necessary by Brookings Municipal Utilities / Swiftel.
